Manitoba leaders debate 2019

[APPLAUSE AND CHEERING]>>AFTER MONTHS OF SPECULATION AND ONE YEAR AHEAD OF SCHEDULE, MANITOBA’S 42nd PROVINCIAL ELECTION CAMPAIGN KICKED OFF JUST OVER TWO WEEKS AGO. TONIGHT THE LEADERS FACE OFF IN HOPES OF WINNING YOUR VOTE. WELCOME TO THE 2019 MANITOBA LEADERS’ DEBATE. MY NAME IS JOANNE KELLY, I’M A JOURNAL INSTRUCTOR AT RED RIVER COLLEGE. I’LL BE THE MODERATOR THIS EVENING, AND HERE IS HOW THE DEBATE WILL GO. WE HAVE 50 MINUTES. THE LEADERS HAVE BEEN TOLD ABOUT THE RULES AND TIME RESTRICTIONS, AND EACH HAVE AGREED TO RESPECT THOSE. WE WILL START WITH THE LEADERS ASKING EACH OTHER QUESTIONS ABOUT JOBS AND THE ECONOMY. THUNDER OUR THREE JOURNALISTS WILL ASK QUESTIONS OF EACH LEADER. NEXT, THE LEADERS HAVE THE OPPORTUNITY TO ASK ANOTHER LEADER A QUESTION OF THEIR CHOICE. WE WILL END WITH SHORT CLOSING STATEMENTS. NOW, LET’S START BY INTRODUCING THE PARTY LEADERS. PROGRESSIVE CONSERVATIVES LEADER BRIAN PALLISTER.>>GOOD EVENING.>>NEW DEMOCRATIC PARTY LEADER WAB KINEW. LIBERAL LEADER DOUGALD LAMONT, AND GREEN PARTY LEADER JAMES BEDDOME. I ALSO WANT TO INTRODUCE OUR THREE JOURNALISTS HERE TO QUESTION THE LEADERS ON HEALTH CARE, THE ENVIRONMENT, AND CLIMATE CHANGE ADDICTIONS. FROM GLOBAL 680 NEWS, RICHARD CLUCHE. FROM THE CBC, MARCY MARKUSA. AND FROM CTV, JESS KEEL. AND WITH THAT, LET’S GET GOING. IN THIS SEGMENT, EACH LEADER CAN ASK A LEADER OF THEIR CHOICE A QUESTION REGARDING JOBS AND THE ECONOMY. WE DREW FROM ORDER, AND BRIAN PALLISTER WILL ASK THE FIRST QUESTION. SO, MR. PALLISTER.>>THANKS, JOANNE, AND THANKS EVERYBODY FOR TUNING IN TONIGHT. WE INHERITED A MASSIVE MESS FROM THE PREVIOUS GOVERNMENT. THEY MADE OUR DEBTS HIGHER. OUR WAIT TIMES THE LONGEST IN CANADA. RAISED OUR TAXES AFTER PROMISING THEY WOULD NOT DO SO. MADE US PAY MORE, GET LESS, BROKE THEIR WORD DOING THAT. THE LAST ELECTION WE SAID WE WOULD BE THE CLEANUP CREW. WE HAVE KEPT OUR WORD IN DOING SO. WE PROMISED TO FIX THE FINANCES. OUR DEFICIT IS DOWN BY 80%, AND WE’RE GOING TO BALANCE THE BUDGET, REALLY. AND REPAIR OUR SERVICES, WE REDUCED AMBULANCE FEES BY 50%. AND WE’RE REBUILDING THE ECONOMY AS WELL. SO MY QUESTION IS FOR MR. KINEW, MR. KINEW, YOU MADE A NUMBER OF PROMISES IN YOUR PLATFORM. MANITOBANS KNOW WHO WILL PAY FOR THOSE PROMISES. THEY JUST WANT TO KNOW HOW. MR. KINEW, WILL YOU BE RAISING THE P.S.T., YES OR NO?>>WELL, FIRST OF ALL, LET ME TAKE A MOMENT JUST TO SAY THANKS FOR TUNING IN. NOW, MR. PALLISTER, I’VE BEEN TALKING TO A LOT OF PEOPLE IN THIS ELECTION, AND LET ME SAY THAT THE P.S.T. IS A SETTLED ISSUE, IT’S NOT GOING UP. THIS ELECTION IS ABOUT HEALTH CARE. OVER AND OVER AGAIN I’VE HEARD FROM MANY, MANY PEOPLE IN MANITOBA THAT THEY’RE CONCERNED ABOUT THE CLOSURES OF THE EMERGENCY ROOMS, THE CUTS TO SERVICES, LIKE PHYSIOTHERAPY, THE CUTS TO CANCER CARE. AGAIN, WE’VE HEARD ABOUT SO MANY CUTS THAT MR. PALLISTER HAS BROUGHT IN OVER THE PAST THREE YEARS. AND NOW IT IS TIME FOR US TO TAKE A NEW APPROACH. AND THAT’S WHY I’VE PROPOSED A FULLY COSTED PLATFORM THAT WILL TAKE A SMART, CAREFUL, AND RESPONSIBLE APPROACH TO FIXING THE DAMAGE THAT HAS BEEN CAUSED IN THE HEALTH CARE SYSTEM BY MR. PALLISTER, BUT ALSO VERY IMPORTANTLY MODERNIZING OUR HEALTH CARE SYSTEM SO IT WILL BE THERE FOR MANITOBANS WHEN YOU NEED IT.>>WELL, ACTUALLY, MR. KINEW –>>WE ARE TALKING JOBS AND THE ECONOMY HERE.>>EXACTLY. BUT WE’RE ALSO REFUTING FALSE STATEMENTS PUT ON THE RECORD NOW BY MR. KINEW. OUR BUDGET THIS YEAR ALONE FOR HEALTH CARE IS $414 MILLION HIGHER THAN THE N.D.P. EVER INVESTED. OUR WAIT TIMES ARE DOWN. THE ONLY PROVINCE THAT HAS LOWER WAIT TIMES, THE ONLY ONE –>>MR. PALLISTER, THAT IS NOT WHAT I’M HEARING FROM THE NURSES ON THE FRONT LINE.>>AMBULANCE FEES ARE HALF WHAT THEY WERE –>>THE NURSES ON THE FRONT LINES OF THE HEALTH CARE SYSTEM ARE TELLING ME THEY’RE STRESSED OUT. THEY’RE SEEING THEIR CO-WORKERS LEAVE THE PROFESSION, AND IN SOME CASES ARE BEING FIRED. THEY’RE NOT RAISING THIS WITH ME BECAUSE THEY WANT ME TO FEEL PITY. THEY’RE RAISING IT BECAUSE THEY’RE CONCERNED ABOUT THE CARE OF THE PATIENTS. NOW, WE NEED A –>>BUT GOING BACK IN TIME IS NOT THE ANSWER.>>WE NEED A NEW APPROACH –>>EVERY OTHER CITY IN CANADA –>>IT IS GOING TO INVOLVE HAVING MORE NURSING JOBS AND NOT LESS.>>YOU’VE GOT ABOUT 10 SECONDS HERE.>>IT IS A RECORD WAIT, AND NOW THE WAIT TIMES ARE –>>WE’VE SEEN TOO MANY NURSES LOSE THEIR JOBS IN MANITOBA. IT IS TIME WE HIRE THEM BACK SO WE CAN IMPROVE HEALTH CARE.>>RECORD DOCTORS ARE HIRED AND RECORD PARAMEDICS AS WELL.>>YOU’VE USED UP THE TIME FOR THAT ONE. THE NEXT QUESTION WILL BE ASKED BY DOUGALD LAMONT.>>MY QUESTION IS FOR MR. PALLISTER. IN THE THREE YEARS YOU’VE BEEN IN POWER, THERE HAVE BEEN TWO CREDIT DOWNGRADES, AND RECENTLY THERE WERE TWO DOWNGRADES TO MANITOBA’S GROWTH PROJECTIONS TO BE THE WORST ECONOMIC PERFORMANCE IN 20 YEARS. ONE OF THE REASONS FOR THIS IS THAT THE CONFERENCE BOARD OF CANADA SAID THERE HAVE BEEN REDUCTIONS IN PROGRAMME SPENDING BECAUSE EDUCATION AND HEALTH HAVE BEEN FROZEN FOR THE LAST THREE YEARS, AND THERE ARE CUTS TO INFRASTRUCTURE. CAN YOU TELL MANITOBANS HOW FREEZING WAGES AND FIRING PEOPLE GROWS THE ECONOMY.>>THANK YOU VERY MUCH, MR. LAMONT FOR YOUR OBSERVATION VATIONS. WE ARE LEADING THE COUNTRY IN INVESTMENTS SINCE 2016. INVESTMENT IN MANUFACTURING IN MANITOBA IS THE HIGHEST AMONG ALL CANADIAN PROVINCES. CAPITAL INVESTMENT IN MINING AND OIL AND GAS EXTRACTION IS THE HIGHEST IN ALL OF THE PROVINCES, EXPORTS TO THE U.S. ARE THE BEST IN ALL OF THE PROVINCES. MR. LAMONT, I DON’T SHARE YOUR PESSIMISM ABOUT THE FUTURE OF MANITOBA. AS WELL, WE HAVE STABILIZED OUR TAX STRUCTURES SO WE’RE OPEN FOR BUSINESS, WE HAVE REDUCED RED TAPE, AND WE’VE SEEN REAL SUCCESS IN GROWING OUR ECONOMY, AND WE HAVE A FISCAL DIVIDEND THAT WE CAN USE TO EXERT OTHERS TO COME AND INVEST IN MANITOBA AND CREATE JOBS HERE. AND WE’RE RANKED AT THE TOP TOURISM ATTRACTION OF ANY CANADIAN PROVINCE RIGHT HERE IN MANITOBA. SO AS WE MOVE INTO OUR 150th BIRTHDAY PARTY NEXT YEAR, WE’LL HAVE A LOT TO CELEBRATE.>>I’M SURPRISED THAT YOU MENTIONED TOURISM BECAUSE YOUR GOVERNMENT FAILED TO PUT IN A DIME TO FIXING THE RAILWAY TO CHURCHILL. AND THERE HAVE BEEN A HUGE NUMBER OF DELAYS IN FUNDING THAT WAS SUPPOSED TO BE SPENT IN MANITOBA. FOR EXAMPLE, THERE WERE $400 MILLION FOR HEALTH CARE, $400 MILLION FOR HOUSING. AND $1.1 BILLION IN INFRASTRUCTURE SPENDING THAT WAS HELD UP FOR MORE THAN A YEAR. CAN YOU EXPLAIN WHY IT IS THAT IT TOOK SO LONG FOR THESE DEALS TO BE SIGNED AND WHY THAT MONEY HASN’T FLOWED INTO THE ECONOMY, WHEN IT COULD HAVE BEEN SPENT MORE THAN A YEAR AGO?>>MR. LAMONT, YOUR OBSERVATIONS ARE FLAWED. WE HAVE EXCEEDED IN TERPS TERMS OF CRITICAL INFRASTRUCTURE INVESTMENT, IN 15 OF THE 17 YEARS THEY WERE IN OFFICE. WE’RE CONTINUING TO MAKE STRATEGIC INVESTMENTS IN OUR INFRASTRUCTURE AND IN OUR ECONOMY THAT WILL WORK.>>BUT YOU DON’T PROVIDE JOBS — THERE IS A BILLION DOLLARS IN CORE INFRASTRUCTURE, AND YOU THREW HEALTH AND EDUCATION INTO THAT IN ORDER TO PAD YOUR NUMBERS. THE EVIDENCE IS CLEARLY THERE WHEN IT COMES TO ROADS AND HIGHWAYS, THAT THERE WERE MASSIVE CUTS, AND THEY WERE COMMITMENTS –>>WE’VE GOT ABOUT 10 SECONDS LEFT.>>I CAN ONLY SAY, REPEATING A FALSE STATEMENT DOESN’T GIVE ANY ELEMENT OF TRUTH. WE EXCEEDED THE PREVIOUS GOVERNMENT’S INVESTMENTS IN 15 TO 17 YEARS. AND THE ONLY TIME THEY EXCEEDED OUR INVESTMENTS WAS WHEN THEY WERE CRAZY TO BUY VOTES. WE’RE GOING TO BUILD OR INFRASTRUCTURE INTELLIGENTLY. THAT’S WHAT MANITOBANS EXPECT FROM US.>>THE NEXT QUESTION WILL BE ASKED BY WAB KINEW.>>I’LL ASK A QUESTION OF MR. PALLISTER. THERE ARE MANY MANITOBANS WHO ARE WORRIED ABOUT THEIR JOBS AND CONCERNED ABOUT THE ECONOMY. AND DURING THIS PERIOD OF UNCERTAINTY, MANITOBA HYDRO CAN CONTINUE TO MOVE OUR ECONOMY FORWARD AND CREATE GOOD JOBS. YET WITH MR. PALLISTER, WE HAVE SEEN MANITOBA HYDRO IN CHAOS. THE ENTIRE BOARD HE PICKED HIMSELF QUIT ON HIM. THESE ARE SOME VERY WELL-RESPECTED BUSINESS PEOPLE FROM HERE IN WINNIPEG. THEY SAID THE REASON THEY WALKED OUT BECAUSE THEY COULDN’T –>>CAN YOU GET TO THE QUESTION.>>I’LL GET TO THE QUESTION. FOR OVER A YEAR, HE COULDN’T MEET THEM. MY QUESTION FOR MR. PALLISTER IS WHERE WERE YOU? WHAT WERE YOU DOING THAT YOU COULDN’T MEET WITH THE IMPORTANT BOARD –>>THE BOARD HE JUST REFERENCED DESCRIBED THE SITUATION WE INHERITED FROM THE N.D.P. THE N.D.P. WAS USING MANITOBA HYDRO AS A VOTE-BUYING MECHANISM. THEY WERE TREATING IT AS IF IT WERE THEIR PERSONAL A.T.M.>>THE QUESTION IS –>>THE OFFER WAS –>>THE QUESTION IS WHERE WERE YOU? WHERE WERE YOU THAT YOU COULDN’T MEET WITH THE BOARD –>>IT WAS THE RATE-PAYERS’ MONEY –>>MR. PALLISTER, IT IS A SIMPLE QUESTION: WHERE WERE YOU?>>HE SUGGESTED THAT –>>OKAY –>>I’M TRYING TO ANSWER YOUR QUESTION, SIR. YESTERDAY YOU SUGGESTED THAT MANITOBA SHOULD CUT A VOTE-BUYING REBATE WHEN MANITOBA IS IN DESPERATE CIRCUMSTANCES THANKS TO THE OVERINVESTMENT YOU MADE IN THINGS LIKE THE BIPOLE PIPELINE –>>I’M VERY EXCITED ABOUT –>>IN FOUR YEARS, MANITOBA HYDRO WILL HAVE A DEBT THAT IS HIGHER THAN THE PROVINCE OF MANITOBA. AND NOW MR. KINEW PROPOSES A CARBON TAX ON TOP OF THE MASSIVE DEBT HE CREATED AND THE N.D.P. CREATED IN MANITOBA HYDRO. WE’VE ALREADY PAID –>>SO, AGAIN, WE ARE PROPOSING — WE ARE PROPOSING TO GIVE $350 TO EVERY MANITOBAN OFF YOUR HYDRO BILL. THAT WILL MAKE IT EASIER TO GET TO CLEANER LEC VIST. ELECTRICITY. WE HEARD THE CHIEF OF POLICE FOR THE FIRST TIME EVER CALL OUT THE PREMIER FOR NOT MAKING INVESTMENTS IN MENTAL HEALTH AND HEALTH CARE. WHERE WERE YOU THAT YOU COULDN’T DEAL WITH THESE IMPORTANT ISSUES –>>I WOULD LOVE TO HAVE THE OPPORTUNITY, IF YOU’D LIKE TO POSE THE QUESTION, I WOULD LIKE TO ANSWER IT. ARE YOU DONE?>>WHERE WERE YOU?>>MY RECORD ON BUILDING TEAMS IN BUSINESS, SPORT, AND POLITICS, COMPARED TO YOURS, SIR, I WELCOME MANITOBANS TO GIVE SCRUTINY ON. YOU’LL STAND WITH JUSTIN TRUDEAU ON A CARBON TAX THAT WILL PUNISH PEOPLE FOR DRIVING TO WORK, AND I DON’T AGREE WITH THAT.>>THE TIME IS UP FOR THAT ONE. THANK YOU, MR. KINEW. THE FINAL SECTION OF THE JOBS AND ECONOMY SEGMENT WILL BE ASKED BY JAMES BEDDOME.>>THANK YOU, MANITOBANS FOR TUNING IN. MY QUESTION IS ALSO FOR THE PREMIER. MR. PREMIER, THERE ARE A LOT OF SIGNS OF ECONOMIC STORMS, WE CAN SEE AN INVERTED YIELD CURVE IN THE MARKET, AND IN THE LAST ELECTION — YOU ALSO CALLED THIS ELECTION A YEAR EARLY, WHICH WOULD SUGGEST THAT THE REASON YOU DID THAT IS LIKELY BECAUSE YOU AREN’T GOING TO BE ABLE TO BALANCE THE BOOKS. AND BEYOND THAT LAST ELECTION, YOU PROMISED ME THAT POVERTY WAS A PRIORITY ISSUE FOR YOUR GOVERNMENT. AND YET THE ONLY DECLINES WE’VE SEEN IN ECONOMY IN MANITOBA IS LARGELY DUE TO THE CANADA CHILD BENEFIT. IT GOES TO SHOW THAT CASH TRANSFER TO THE POOR REDUCES POVERTY. YOU’VE DONE NOTHING. HAVE GIVEN BENEFITS THAT HELP THE WEALTHY. ARE YOU NOT GOING TO SAYING THAT STIMULATING THE ECONOMY PUTS THAT IN THE HANDS OF THOSE WHO NEED IT MOST –>>YOU’RE QUITE RIGHT THAT WE NEED A STEADY HAND AND THAT IS WHAT I AND OUR TEAM OFFER. YOU AND I HAVE TALKED ENOUGH THAT YOU KNOW AND I KNOW THAT THIS IS A MATTER THAT MATTERS DEEPLY TO US. MANITOBA’S CHILD POVERTY RATE WENT DOWN BY 20% IN JUST THE LAST TWO YEARS. OUR OVERALL POVERTY RATE HAS REDUCED SIGNIFICANTLY. WHEN WE CAME IN, WE WERE THE CHILD POVERTY CAPITAL OF CANADA. WE WENT FROM BEING LAST IN CHILD POVERTY, AND NOW WE’RE FOURTH IN CANADA. WE MADE SIGNIFICANT PROGRESS, AND MUCH, MUCH MORE NEEDS TO BE DONE. MR. BEDDOME REFERRED TO THE ISSUE OF A GUARANTEED BASIC INCOME. WHAT HE FAILED TO SAY IS THAT THIS IDEA, WHICH IS NOT NEW, AND IT HAS BEEN AROUND FOR A LONG TIME, AS GOOD-HEARTED AS IT MAY BE, IS SOMEWHAT NAIVE. IT IMPLEMENTED MASSIVE INCREASES IN TAXES,TAXES ON WORKING FAMILIES, TAXES ON SENIORS STRUGGLING TO MAKE A GO OF IT WITH A FIXED INCOME. SO I RECOGNIZE THE ERNEST NATURE OF WHAT HE WANTS TO SEE US PURSUE, AND I SHARE THAT GOAL, BUT I DO NOT THINK IT –>>YOUR TIME IS UP.>>THE PLAN BENEFITS THOSE WHO ARE MAKING LESS THAN TWICE THE LOW INCOME CUTOFF LINE. YOUR PLAN, YOU WANT TO GIVE MORE TO THE FAMILIES MAKING MORE THAN TWO TIMES THE CUTOFF LINE. THOSE THAT NEED THE MONEY MOST ARE THE ONES WHO SHOULD GET IT. YOUR PLAN OF RAISING THE PERSONAL INCOME BENEFITS IS FOR WEALTHY MANITOBANS, AND THAT IS NOT RIGHT AND THAT’S NOT FAIR. DO YOU NOT AGREE –>>I STRONGLY DISAGREE. THE TAX HIKES WILL PUT $2500 ON THE AVERAGE MANITOBAN FAMILY. AND FAMILIES THAT ARE STRUGGLING TO MAKE ENDS MEET WILL BENEFIT SIGNIFICANTLY FROM HAVING THE P.S.T. NOT CHARGED TO THEM FOR BASIC THINGS LIKE INSURING THEIR HOME, AND THAT’S THE KIND OF SAVINGS WE WANT TO PUT BACK ON THE TABLES IN THE HOMES OF MANITOBANS.>>AND GIVING BENEFITS TO THE WEALTHY MORE.>>NOW WE TURN THE QUESTIONING OVER TO OUR THREE JOURNALISTS, EACH OF WHOM WILL COVER A PRE-DETERMINED TOPIC.>>JOANNE, THANK YOU SO VERY MUCH. WE BEGIN WITH MR. BEDDOME IN THE GREEN PARTY. MANITOBA HAS BEEN AT OR NEAR THE BOTTOM IN EMERGENCY ROOM WAIT TIMES AND OTHER SERVICES. WHAT SPECIFICALLY IS YOUR PLAN TO REDUCE E.R. WAIT TIMES AND THE WAIT FOR DIAGNOSTICS, AND HOW MUCH WOULD THAT COST?>>CERTAINLY. WE KNOW THAT WE’VE GOT TO ROLLBACK THE CHANGES THAT WERE DONE BY THIS GOVERNMENT. PEOPLE IN WOLSELEY ARE VERY HURT BY THE CONCORDIA HOSPITAL. IT IS NOT ONLY THE COST, IT IS THE RISK OF PEOPLE’S LIVES. WE KNOW WE NEED TO INVEST IN HEALTH CARE. WE KNOW THERE WILL NEED TO BE FURTHER INVESTMENTS. WHAT WE NEED TO DO AND REALIZE IS WE’VE GOT TO DO WITH WHAT THE PREMIUM SAID THEY WOULD DO, WE NEED TO TALK WITH THE PEOPLE ON THE FRONT LINES.>>LET’S PICK UP ON THAT POINT, MR. PALLISTER, FUNDAMENTAL, GENERATIONAL HEALTH CARE CHANGES THAT WE’VE SEEN, CERTAINLY IN WINNIPEG, IF YOU’RE RE-ELECTED, MORE TO COME. I’VE SPOKE TO NURSES, DOCTORS, TECHNICIANS, AND THEY SAY IN THEORY THE PLAN WORKS, BUT THE REALITY IS THEY’RE OVERWHELMED AND OVERWORKED. WHAT IS YOUR MESSAGE TO THEM AND THE PEOPLE WHO RELY ON THOSE HEALTH CARE SERVICES WHO FEEL THAT, YOU KNOW WHAT, WE DON’T LIKE THIS CHANGE RIGHT NOW. WHAT IS YOUR MESSAGE TO THEM?>>HAVE COURAGE AND RECOGNIZE THESE CHANGES HAVE BEEN IMPLEMENTED ACROSS OUR COUNTRY. THAT THEY DO WORK, AND THAT THE WAIT TIMES IN CALGARY, IN VANCOUVER, IN OTTAWA AND MANY OTHER CENTRES ARE HALF WHAT OURS WERE UNDER THE N.D.P., AND WE ARE GOING IN THE RIGHT DIRECTION. I HAVE TREMENDOUS RESPECT FOR THE PEOPLE WHO WORK IN OUR HEALTH CARE SYSTEM. AND I WANT THEM TO UNDERSTAND AND KNOW THAT BETTER CARE SOONER IS THE GOAL, AND IT IS WORTH THE STRUGGLE TO GET THERE. THE PEOPLE I KNOW IN THE HEALTH CARE SYSTEM, AND I KNOW MANY, WANT TO SEE A SYSTEM THAT WORKS FOR PATIENTS, BETTER THAN THE ONE THAT HAD US WAITING LONGER THAN EVERYONE ELSE IN CANADA, AND HAD US PAYING THE HIGHEST –>>WHAT DO YOU THINK IS GOING ON RIGHT NOW?>>WE LOWERED THE AMBULANCE FEES BY HALF. WE ARE WORKING VERY DILIGENTLY TO GET THESE CHANGES. WRHA IS WORKING HARD TO MAKE SURE WE CAN SEE THE POSITIVE CHANGES. WE’VE GOT THE VICTORIA HOSPITAL NUMBERS, FOR EXAMPLE, OUR FIRST ONE, WHERE WE MOVED EMERGENCY CARE, AND WE KNOW THERE THE WAIT TIMES ARE DOWN BY 20% –>>HERE YOU’RE LOOKING AT REOPENING THE E.R.s AT SEVEN OAKS AND CONCORDIA. AND WE ALL KNOW THAT THE MOST EMERGENCY CASES, TRAUMA CASES, STROKES, THEY GO TO ONE OF THE TWO TEACHING HOSPITALS. WHAT WOULD OCCUR UNDER A REOPENED E.R.? WHAT TYPES OF CASES WOULD WE BE TALKING ABOUT? THE REALITY IS YOU NEED 24 HOURS STAFF DIAGNOSTICS, OR A LOT OF THE PATIENTS GET TRANSFERRED TO THE TWO TEACHING HOSPITALS. LET’S DIG DEEPER ON YOUR PROMISE.>>ABSOLUTELY. I WELCOME THE QUESTION. THE REASON WE NEED AN I.C.U. AT CONCORDIA IS BECAUSE THEY ARE DEALING WITH VERY SERIOUS PATIENTS WITH THE KIDNEY CONDITIONS AT SEVEN OAKS, AND THE HIP AND KNEE SURGERIES. IN TALKING TO THE NURTSZ NURSES WHO ARE TURNING AWAY PATIENTS FROM THE ST. BONIFACE, AND THEY ARE HEARTBROKEN ABOUT THIS, AND THEY TOLD ME WE NEED TO BE SMART AND WE NEED TO BE CAREFUL. I WOULDN’T MAKE THE MISTAKE THAT MR. PALLISTER HAS MADE, RUSHING FORWARD WITH CHANGES STRICTLY FOR POLITICAL PURPOSES. WE WILL OPEN THEM WHEN IT IS SAFE AND RIGHT TO DO SO BECAUSE WE WANT TO MAKE HEALTH CARE BETTER FOR PATIENTS.>>RATHER THAN REHASHING THE E.R. SITUATION, I’M LOOKING FOR LIGHT HERE. HOW DO YOU SEE TECHNOLOGY BEING USED IN HEALTH CARE IN THE FUTURE?>>TECHNOLOGY IS PART OF IT. BUT WHAT WE NEED TO DO IS INVEST IN PREVENTION, AND THAT HASN’T HAPPENED. ONE OF THE THINGS THAT MR. PALLISTER SAYS IS THESE CHANGES HAVE WORKED ACROSS THE COUNTRY, THAT IS SIMPLY NOT TRUE. ONE OF THE MAIN AREAS IT HAS WORKED IS BECAUSE IT IS SOMETHING WE’RE PROPOSING, WHICH IS PATIENT-BASED FUNDING, WHICH MEANS WE WOULD BE ABLE TO LIFT THE CAP OF THE RATIONING OF THE HIP AND KNEE SURGERIES, IT ISN’T NECESSARY. THOSE PROVINCES THAT HAVE DONE THAT HAVE THE SHORTEST WAIT TIMES FOR HIP REPLACEMENTS AND GLAUCOMA. AND WE FOCUS MORE ON COMMUNITY CARE SO PEOPLE GET THE CARE CLOSER TO HOME, INSTEAD OF IT BEING HYPERCENTRALIZED.>>CAN WE PICK UP THE POINT ON PREVENTION?>>MR. PALLISTER, I’M INTERESTED ON THE TECHNOLOGY SIDE BECAUSE WE ALL HAVE PAPER HEALTH CARE CARDS.>>>I TALK ABOUT DRAGGING THIS SYSTEM KICKING AND SCREAMING INTO THE 1990s. WHAT ARE YOU GOING TO DO FOR HEALTH CARE?>>WE’VE INVESTED A RECORD AMOUNT OF INVESTMENT, $19.4 MILLION MORE –>>A RECORD NUMBER –>>NO, THAT’S NOT TRUE. A RECORD NUMBER OF HIPS, RECORD NUMBER OF KNEES, AND WE’RE GOING TO IMPROVE ON THAT. AND WE’RE IMPROVING IN THE DRUG PROCUREMENT SIDE, AND COOPERATING WITH OTHER PROVINCES,.>>MR. KINEW –>>MR. PALLISTER, IT IS NOT JUST ABOUT THE AMOUNT OF MONEY YOU SPEND. IT IS ABOUT THE QUALITY OF CARE YOU DELIVER TO THE PATIENTS. YOU HAVE GROWN THE HEALTH CARE OF BUREAUCRACY. YOU ADDED SHARED HEALTH. WE NEED TO LISTEN TO THE EXPERTS AT THE FRONT LINES, THE DOCTORS, THE NURSES, THE HEALTH CARE AID, AND WE CAN USE TECHNOLOGY TO REPLACE SOME OF THE.>>>>WE’VE ALREADY TRIMMED 15% ON –>>IT’S ALL ON THE HEALTH CARE SIDE, AND THERE IS A LOT MORE TO COME.>>THEY ALL HAVE SO MUCH MORE THEY WANT TO SAY. BUT WE’RE GOING TO THE CBC’S MARCY MARKUSA.>>MY FIRST QUESTION IS FOR THE LEADER OF THE GREEN PARTY, JAMES BEDDOME. YOU SAID YOU WOULD BAN ALL UNNECESSARY SINGLE-USE PLASTICS, AND BAN ALL MATERIALS THAT CAN’T BE RECYCLED. HOW CAN YOU POSSIBLY KEEP THAT PROMISE WHEN THE REALITY OF THAT IS YOU NEED INDUSTRY TO BUY IN AT ALL LEVELS, NOT JUST HERE IN MANITOBA, BUT ACROSS THE COUNTRY, AND NO ONE HAS COME CLOSE TO THAT IN CANADA.>>(A) LET’S BE A LEADER AND MOVE FORWARD. WE HAVE PLASTICS IN THE OCEANS THAT NEED TO BE DEALT WITH, AND MICROPLASTICS IN OUR BODY, SO THAT IS A REAL ISSUE. THERE ARE A LOT OF WAYS THAT LOCAL INDUSTRY COULD BE THRIVING UNDER SUCH AN ARRANGEMENT. IF THE MAJOR COMPANIES AREN’T ABLE TO MAKE THE CHANGES, THEN THE GREENS WILL STEP UP. THE REALITY IS WE’VE CREATED A VERY UNSUSTAINABLE INTERNATIONAL RECYCLING STREAM, AND WE NEED TO CREATE A MUCH MORE LOCALIZED ECONOMY.>>HOW WOULD YOU START HERE IN MANITOBA? HAVE YOU HAD DISCUSSIONS WITH INDUSTRIES? DO YOU HAVE A BELIEF THAT YOU CAN SEE THIS IS SOMETHING THAT WOULD BE MOVED FORWARD.>>THERE ARE SOME PLACES WE CAN EASILY MOVE FORWARD WITH THE PLASTIC BAN, WITH THE SINGLE USE PLASTICS. AND THE PERSON WHO PRODUCES THE PRODUCT IS RESPONSIBLE FOR THE –>>THE LEADER OF THE LIBERAL PARTY, DOUGALD LAMONT. HAVE YOU A LOT OF ENVIRONMENTAL INCENTIVES AT THE PERSONAL LEVEL. WHAT ABOUT BIG POLLUTERS IN MANITOBA, HOW WILL YOU TACKLE REDUCTION OF THEIR EMISSIONS?>>A LOT OF IT HAS TO BE DONE THROUGH A CAP AND TRADE PROGRAMME BECAUSE WE ACTUALLY HAVE A SMALL NUMBER OF POLLUTERS. WE WANT TO ADDRESS A WHOLE BUNCH OF THINGS THAT HAVE NOT BEEN ADDRESSED IN 40 YEARS, MORE IN MANITOBA, INCLUDING ACTION ON CLIMATE AND ACTION ON LAKE WINNIPEG. WE BY FAR HAVE THE MOST AGGRESSIVE PLAN IN MAKING MANITOBA CARBON NEUTRAL BY 2030.>>PART OF YOUR FUNDING FOR THE NORTH END TREATMENT PLANT FOR THE CITY OF WINNIPEG IS TO HAVE A WHOLE BOND SYSTEM TO HAVE THE PUBLIC PAY FOR BONDS. IF YOU BELIEVE IN CLEANING UP LAKE WINNIPEG TO THAT DEGREE, WHY NOT MAKE THAT A CLEAR COMMITMENT AND PROVIDE THE MONEY.>>THAT’S WHAT WE’RE DOING.>>BUT YOU’RE GETTING THE MONEY THROUGH A BOND SYSTEM, AND YOU’RE NOT PUTTING FORWARD THAT –>>WE ABSOLUTELY ARE. BUT WE’RE SAYING IF WE RELEASE $500 MILLION IN BONDS, IT WILL BE DEDICATED ABSOLUTELY TO LAKE WINNIPEG. WE HAVE AN ABSOLUTE COMMITMENT TO DOING IT.>>MOVING TO MR. PALLISTER, WHY ARE YOU OFFERING — WHAT ARE YOU OFFERING IN YOUR GREEN PLAN SPECIFICALLY TO CHANGE PERSONAL CONSUMPTION BEHAVIOURS OF MANITOBANS.>>THANKS, MARCY. I BACK UP FOR A SECOND AND SAY I COME FROM A SMALL FARM SOUTHWEST OF PORTAGE LA PRAIRIE. I WAS RAISED AS PEOPLE WHO UNDERSTOOD, AS THEY WERE RAISED BY PEOPLE WHO UNDERSTOOD WE ARE STEWARDS OF OUR RESOURCES, OUR WATER AND OF AR ANIMALS, TO PROTECT THEM, TOO. THIS I BRING TO MY HEART AS WE WORK ON OUR PLAN. WE DEVELOPED A “MADE IN MANITOBA” GREEN STRATEGY WITH LITERALLY OVER 10,000 MANITOBANS –>>A LOT OF WHAT IS IN THERE IS BIG ISSUES. WHAT IS GOING TO MAKE PEOPLE GET OUT OF THEIR CARS? WHAT IS GOING TO MAKE PEOPLE GET ON THE BUS? BECAUSE YOU’RE NOT IN FAVOUR OF TAXATION –>>I’M NOT IN FAVOUR OF A CARBON PENALTY FOR PEOPLE WHO WANT TO DRIVE THEIR CARS AND WHO WANT HEAT IN THEIR HOMES.>>BUT YOU –>>OUR VIEW WAS REJECTED BY MR. TRUDEAU, THAT BEING SAID, HE SAID WE HAD THE BEST GREEN PLAN IN CANADA, AND I THINK HE IS RIGHT. AND MANITOBANS DESERVE TO BE RESPECTED FOR THEIR GREEN INVESTMENTS. WE HAVE ALREADY PAID BILLIONS OF DOLLARS, AND WE’RE GOING TO HAVE TO PAY FOR DECADES TO COME. SO ON THE INCENTIVES –>>10 SECONDS AND I MUST GO TO MR. KINEW.>>I JUST WANT TO SAY THAT I THINK THE IMPORTANT THING HERE IS TO EDUCATE AND TO GET OUR CHILDREN MORE INVOLVED IN THE ENVIRONMENT ITSELF. I THINK THAT IS A BIG PART OF THIS. THE BEST WAY TO CREATE AN ENVIRONMENTALIST IS THE WAY A LOT OF US BECAME ENVIRONMENTALISTS AND CONS CONSERVATIONISTS, WALK AROUND THE POND.>>I HAVE TO MOVE HERE. THIS $350 REBATE ON HYDRO BILLS, HELP ME UNDERSTAND HOW THAT MAKES SENSE. ISN’T IT JUST PROMOTING WASTING ENERGY?>>ABSOLUTELY NOT. I KNOW A LOT OF MANITOBANS WANT TO CLEAN A HEALTHIER, SAFER CLIMATE TO GROW UP IN. LIFE IS BECOMING MORE AND MORE EXPENSIVE. THEY WANT HELP. IF WE PROVIDE THIS REBATE, $350 OFF OF EACH OF YOUR HYDRO BILLS, NOT ONLY ARE WE PROVIDING THE INCENTIVE, BUT WE’RE GOING TO MAKE IT MORE ATTRACTIVE TO MAKE YOUR NEXT VEHICLE ELECTRIC OR A HYBRID.>>YOU SAID THE MONEY WOULD MAKE IT EASIER TO CHOOSE GREEN ENERGY, BUT YOU’RE LEAVING THE CHOICE UP TO THEM WHERE TO SPEND THAT MONEY. WHY NOT MAKE THAT TARGETED PROGRAMME?>>BECAUSE IT GOES BACK TO THE AFFORDABILITY PROGRAMME. SO WE’LL LEAVE IT UP TO YOU IF YOU WANT TO SWITCH TO A NEW FURNACE, MAYBE SWITCH TO A HYBRID. WE HAVE HYDRO ELECTRICITY IN THIS PROVINCE, LET’S USE IT.>>20 SECONDS, BECAUSE WE DON’T HAVE THAT MUCH TIME.>>MR. BEDDOME.>>THE FEDS ARE CLEAR AND THE ECONOMISTS ARE CLEAR THAT CARBON TAXES ARE THE WAY TO REDUCE EMISSIONS. THE $350 CREDIT IS THE SAME AS THE CREDIT YOU’RE SPENDING –>>WE’RE GOING TO GO BACK TO MR. PALLISTER — MR. BEDDOME, WE’RE GOING TO MOVE ALONG TO MR. LAMONT.>>BUT THIS IS ONE OF THE MOST IMPORTANT ISSUES FOR ME. I HAVE AN 8-YEAR-OLD BOY WHO COMES INTO MY BED AT NIGHT AND HE IS SCARED WHAT IS GOING TO HAPPEN WITH CLIMATE CHANGE. THE N.D.P. PLAN IS A DISASTER FINANCIALLY FOR HYDRO, AND –>>THANK YOU. THIS IS JEFF KEELE, WHO HAS QUESTIONS FOR THE LEADERS ABOUT CRIME AND ADDICTIONS.>>THANK YOU. MR. LAMONT, YOU’RE PROMISING TO CREATE A PROVINCIAL POLICE FORCE TO REPLACE RCMP OFFICERS. DO YOU FEEL THE RCMP IS NOT DOING A GOOD JOB IN RURAL MANITOBA?>>THEY FACE INCREDIBLE CHALLENGES. SOME OF THIS IS JUST THAT THERE ARE LARGE AREAS THAT AREN’T COVERED. IN ST. THERESA POINTE, THERE ARE 15,000 PEOPLE WHO LIVE THERE, AND THERE ARE NO ROADS, NO RAILWAY, AND NO BOATS, AND THE RCMP ARE ON AN ISLAND. SO PART OF THIS IS NOT JUST TO PROVIDE OR REPLACE RCMP, BUT TO WORK WITH FIRST NATIONS’ POLICE FORCES, TO RESPECT THEIR SOVEREIGNTY, AND TO PROVIDE TRAINING. BUT THE WHOLE POINT IS WE HAVE HIGH CRIME RATES IN RURAL MANITOBA, AND WE HAVE TO MAKE SURE THAT PEOPLE ARE SAFE AND THAT’S NOT THE CASE RIGHT NOW.>>YOU’RE SUGGESTING THAT THIS COULD BE COST-NEUTRAL, BUT WOULDN’T YOU NEED VEHICLES, EQUIPMENT, START-UP COSTS, HOW WOULD IT BE COST-NEUTRAL.>>WE TALKED WITH PEOPLE WHO ARE INVOLVED, AND IF YOU LOOK AT HOW MUCH THE ONTARIO PROVINCIAL POLICE COST OR THE NEWFOUNDLAND POLICE COST, THEY HIRED MORE OFFICERS FOR THE SAME AMOUNT OF MONEY. SOME OF IS WE’RE PAYING EXTRA TO OTTAWA FOR RCMP POLICE FORCES. WE GO MUCH FURTHER THAN THAT, BUT PART OF IT IS HAVING A DEDICATED ORGANIZED CRIME UNIT, A DEDICATED DRUG UNIT. MAKE SURE –>>I HAVE TO MOVE ON TO MR. BEDDOME. THERE ARE PEOPLE WATCHING THIS DEBATE WORRIED THAT THEIR GARAGES MAY BE BROKEN INTO, THEIR CARS, THEIR HOMES. POVERTY IS ON THE RISE DO TO THE METH PROBLEM. WHAT WOULD YOU DO FOR THE CRIME PROBLEM?>>WITHOUT A DOUBT, WE NEED TO DEAL WITH BOTH POLICING STRATEGIES, BUT MORE IMPORTANTLY WE NEED TO DEAL ON THE PREVENTION SIDE. WE’RE NOT GOING TO SIMPLY BE ABLE TO POLICE OUR WAIT OUT. SO WE NEED TO GET TO DIFFERENT ROOT CAUSES. THERE IS CERTAINLY LINKAGES WITH POVERTY. AND WE NEED TO REDUCE FRICTION IN THE SYSTEM. RIGHT NOW THERE ARE DELAYS AND GAPS IN THE ADDICTION TREATMENT. WE NEED TO MOVE THEM ALONG QUICKER. BEYOND THAT, WE NEED TO CREATE MORE BEDS AND SPACES. I RECENTLY HAD AN OPPORTUNITY TO TOUR A FACILITY THAT THE PREMIER RECENT MANY SHUT DOWN TO DEAL WITH THE METH CRISIS RIGHT NOW. WE HAVE PLANS, BUT YOU’VE GOT TO DEAL WITH THE SUPPLY SIDE AND NOT JUST THE DEMAND SIDE.>>A NICE SEGUE, MR. PALLISTER. WE’RE HEARING ABOUT WINNIPEG POLICE OFFICERS AT RISK OF BURNING OUT. THEY HAVE FOUND TENS OF THOUSANDS OF NEEDLES. SOME OF THE CRITICS SAY YOU ARE SLOW TO RESPOND TO THE METH CRISIS. HOW WILL YOU FIGHT CRIME, AND THE METH CRISIS SPECIFICALLY?>>WE’VE INVESTED INITIALLY ALREADY MILLIONS OF DOLLARS TO OFFER CLINICS FOR ADDICTIONS AND WE’VE EXPANDED OPERATIONS HOURSF OPERATIONS, WE HAVE DOUBLED THE AMOUNT OF BEDS, WE’VE JOINED FORCES WITH OUR FEDERAL AND MUNICIPAL GOVERNMENT PARTNERS TO BUILD A PLAN, AND WE’RE ACTING ON THAT PLAN. BUT WHAT IS MISSING FROM MY COLLEAGUES’ OBSERVATIONS ON THIS IS PUBLIC SAFETY. IT IS NOT EVEN MENTIONED IN THE N.D.P. PLATFORM DOCUMENT. AND WE NEED TO ALSO MAKE SURE WE INVEST IN SUPPORT OF OUR POLICE. SO WE HAVE A PLAN IN RESPECT TO THAT. WE ALSO HAVE CALLED UPON THE WINNIPEG POLICE COMMISSION TO INVESTIGATE BEST PRACTICES IN PLACES LIKE MINNEAPOLIS, WHERE PEOPLE FEEL SAFER. BETTER COOPERATION AMONG POLICE IS KEY, AND BETTER LIGHTING, AND THERE ARE A VARIETY OF THINGS THEY HAVE DONE THERE THAT WE NEED TO INSTITUTE HERE BECAUSE PEOPLE DESERVE TO FEEL SAFE WHEN THEY’RE GOING DOWNTOWN FOR SHOPPING OR TO A WINNIPEG JETS’ GAME.>>SOME HEALTH EXPERTS SAY PART OF THE SOLUTION IS A SAFE INJECTION SITE. YOU SAID YOU DON’T BELIEVE THAT, AND YOU DON’T BELIEVE THEY WORK. WHY DON’T YOU BELIEVE THAT?>>THEY ARE SET UP FOR OPIOIDS, FOR SURE, AND I TALKED TO PREMIER HORGAN IN B.C., AND HE FEELS IT COULD WORK THERE, BUT IN WINNIPEG IT IS NOT AN APPROPRIATE COURSE OF ACTION. THE N.D.P. HAVE SAID THEY WANT TO HAVE DRUGS MORE EASILY ACCESSED BY DRUG USERS. WE WANT TO HELP PEOPLE GET OFF DRUGS.>>THAT’S NOT WHAT I SAID –>>WE WANT –>>THAT IS PART OF YOUR CAMPAIGN TO DEAL WITH METHAMPHETAMINE, SUPERVISED CONSUMPTION SITES. POLICE DANNY SMYTH — THEY’RE NOT SURE IT WILL WORK FOR METH, MAYBE OTHER DRUGS. WHAT EVIDENCE DO YOU HAVE THAT IS ONE OF THE SOLUTIONS FOR THE METHAMPHETAMINE CRISIS?>>THE REASON WHY WE NEED A SAFER CONSUMPTION SITE IS BECAUSE RIGHT NOW PEOPLE ARE USING THE BATHROOM AT TIM HORTONS AS THEIR INJECTION SITE. I WOULD MUCH RATHER SEE THAT TRANSFERRED TO A PLACE WITH HEALTH CARE, WITH ACCESS TO DETOX AND TREATMENT. JEFF, IT IS USED IN OTHER CITIES LIKE LETHBRIDGE, ALBERTA, AND THEY’RE OPEN TO BOTH OPIOID AND METH USERS. RIGHT NOW THERE IS A CRISIS ON OUR STREETS, MR. PALLISTER IS NOT RESPONSIBLE FOR THE CRISIS, BUT HE HAS FAILED TO ACT, AND THAT HAS MADE THE SITUATION WORSE. WE WILL ACT WITHIN THE FIRST 100 DAYS WITH DETOX, WITH HARM REDUCTION, AND WITH MENTAL HEALTH SUPPORTS SO WE CAN HELP THE POLICE GET BACK TO WHAT THEY DO BEST: KEEPING US SAFE IN OUR COMMUNITY.>>VERY QUICKLY, I WANT ALL FOUR OF YOU TO ANSWER THIS. EDIBLES ARE COMING, WILL YOU ALLOW CONSUMPTION IN PUBLIC OR WILL YOU BAN IT, YES OR NO?>>IN PUBLIC?>>MR. PALLISTER? EDIBLES, CONSUMING THEM IN PUBLIC –>>WE’RE GOING TO FOLLOW, BUT WE’RE GOING TO LEAD AS WELL.>>I’VE GOT TO MOVE ON.>>THE BEST SYSTEM IN CANADA FOR DISTRIBUTION IN CANNABIS –>>MR. KINEW.>>EDIBLES ONLY IF THERE IS A CHILD-PROOF PACKAGING.>>OKAY, PERFECT. YOU THREW A CURVEBALL THERE.>>THANK YOU SO MUCH FOR THE THREE JOURNALISTS. IN THIS NEXT SEGMENT, THE LEADERS WILL HAVE THE OPPORTUNITY TO QUESTION ANOTHER LEADER ON A TOPIC OF THEIR CHOICE. WE START WITH GREEN PARTY LEADER JAMES BEDDOME.>>MR. KINEW, PART OF BECOMING LEADER OF THE N.D.P., YOU SERVED AS A SPOKESPERSON FOR NUMEROUS TARSANDS COMPANIES. YOUR CLIMATE PLAN IS TO BASICALLY HAND OUT $350 TO HAVE A $20 CARBON TAX THAT DIDN’T INCREASE. YOU HAVE NO TARGETED INITIATIVES WHATSOEVER. ARE YOU WILLING TO ADMIT YOU’RE NOT CONCERNED ABOUT CLIMATE CHANGE, AND YOU’RE JUST CONCERNED ABOUT ADDRESSING THE AFFORDABILITY OF MANITOBANS.>>I WAS AT STANDING ROCK AS A SITTING M.L.A. I TAKE VERY SERIOUSLY THE CLIMATE CRISIS. WHAT I’VE BEEN HEARING FROM YOUNG ACTIVISTS ON THE CLIMATE CRISIS, THEY WANT A MOVEMENT, A LEADERSHIP THAT WILL BRING EVERYBODY IN OUR SOCIETY ALONG TO ADDRESS THIS CLIMATE CRISIS. MR. PALLISTER, THE ONLY THING HE HAS DONE IS LAUNCHING LAWSUITS AGAINST THE FEDERAL GOVERNMENT. I STILL HAVEN’T MET ANYBODY IN MANITOBA WHO THINKS THAT A LAWSUIT IS GOING TO HELP FIGHT CLIMATE CHANGE. WHAT WE WANT TO DO IS PROVIDE THIS REBATE ON YOUR HYDRO BILL, GIVING YOU MORE MONEY IN YOUR POCKETS SO YOU CAN AFFORD TO MAKE A TRANSITION, SO YOU CAN BEGIN TO SWITCH TO A HYBRID VEHICLE, SWITCH TO AN ELECTRIC VEHICLE, THE CHOICE IS UP TO YOU. THE CLIMATE ACTIVISTS ARE READY TO MAKE THE CHANGE, BUT I WANT TO BUILD A MOVEMENT THAT INCLUDES THE PEOPLE WHO ARE STILL SITTING ON THE SIDELINES WHO THINK, YEAH, WE’VE GOT TO DO SOMETHING ABOUT THE ENVIRONMENT, BUT I NEED A LITTLE BIT OF HELP AT THE END OF EACH MONTH. SO OUR PLAN IS DESIGNED WITH THAT PERSON IN MIND. WE ARE GOING TO BRING EVERYONE IN OUR SOCIETY ALONG SO WE CAN MAKE A BETTER TOMORROW FOR ALL OF OUR KIDS.>>IT WOULD BE LAUGHABLE IF CLIMATE CHANGE WASN’T SUCH A SERIOUS ISSUE. THERE IS NO WAY OF KNOWING THAT THAT $350 ISN’T GOING TO BE SPENT ON SOME FORM OF FURTHER CLIMATE PROBLEMS. YOU’RE NOT LOOKING AT ELECTROFYING TRANSPORTATION, AND YOU MENTIONED PEOPLE BETTER INSULATING THEIR HOUSES, BUT $350 ISN’T ENOUGH –>>WE NEED TO GET TO A QUESTION.>>YOU’RE NOT GIVING ANYTHING CREDIBLE, MR. KINEW, WITH RESPECT TO YOUR CLIMATE PLAN.>>SO WHAT IS YOUR FOLLOWUP QUESTION.>>I DON’T THINK THERE NEEDS TO BE A FOLLOWUP QUESTION. GO AHEAD AND RESPOND.>>WITH GREAT PLEASURE. WE ARE GOING TO MEETING CLIMATE CHANGE TARGETS. AND WE WANT TO HELP SAVE LAKE WINNIPEG BY COMMITTING FROM INFRASTRUCTURE FUNDING DIRECTING FROM GOVERNMENT TO BUILDING THE NORTH END SEWAGE TREATMENT PLANT. OUR APPROACH IS MODERNIZE MANITOBA HYDRO SO IT BECOMES A RENEWABLE ENERGY COMPANY. WE HAVE THIS TREMENDOUS RESOURCE HERE THAT COULD BE CREATING GOOD JOBS FOR EVERYBODY RIGHT ACROSS THE PROVINCE. A JOB CREATION PLAN FOR ME IS ANOTHER GREAT MOTIVATOR TO GET PEOPLE TO ADDRESS OUR CLIMATE CRISIS.>>THANK YOU VERY MUCH, AND NOW TO N.D.P. LEADER WAB KINEW.>>THANK YOU, KINDLY, JOANNE. MR. PALLISTER, WHILE YOU WERE PREMIER, I MET A YOUNG MAN NAMED DEVON, WHO IS LIVING WITH CYSTIC FIBROSIS. HE REALIZED ONE OF HIS LIFE’S DREAMS IN PRO PEFG PROPOG TO HIS FINANCEE. BUT HE HAD TO POSTPONE HIS WEDDING BECAUSE HE HAD TO PAY FOR HIS MEDICINE. SO MY QUESTION IS THIS: MR. PALLISTER, THERE IS AN ELECTION, AND NOW YOU’RE CLAIMING TO HAVE BILLIONS OF DOLLARS FOR HEALTH CARE, BUT WHO CAN BELIEVE YOU THIS TIME WHEN IT COMES TO HEALTH?>>EVERYONE BECAUSE WE’VE KEPT OUR WORD. WE RAN FOR ELECTIONS SAYING WE WOULD STRENGTHEN OUR SERVICES, WHICH WERE DEAD LAST UNDER THE N.D.P. WE HAVE. AND WE NEED TO DO MORE. AND THE COMMITMENT TO DO MORE IS REAL, $2 BILLION IN ADDITION TO THE RECORD FUNDING THAT WE ARE PROVIDING FOR HEALTH CARE RIGHT NOW. BUT IT HAS TO BE PUT IN A SUSTAINABLE MANNER. AND THE N.D.P. DOUBLED OUR DEBT WHILE OUR SERVICES WENT DOWNHILL, AND THAT IS NOT SUSTAINABLE. WE’VE INHERITED A BILLION DOLLARS THIS YEAR FOR THE FIRST TIME IN MANITOBA, A BILLION DOLLARS –>>YOU’RE NOT ANSWERING THE QUESTION.>>I’M ANSWERING YOUR QUESTION. A BILLION DOLLARS WE DON’T HAVE FOR HEALTH CARE THANKS TO THE N.D.P. AND NOW MR. KINEW HAS THE NERVE TO TELL MANITOBA MANITOBAS HE CAN PROVIDE BETTER CARE. BUT THE N.D.P. GAVE US THE WORST CARE, THE HIGHEST AMBULANCE WAIT TIMES, AND NOW HE SAYS HE CAN BE TRUSTED TO FIX THE SYSTEM THAT THE N.D.P. BROKE.>>THAT’S NOT WHAT I’M HEARING FROM THE NURSES ON THE FRONT LINES.>>HE IS GOING TO GET ROUGH.>>THAT’S NOT WHAT I’M HEARING FROM THE FRONT LINES –>>MR. KINEW HAS TIME NOW.>>I DON’T THINK ANYONE BELIEVES YOU WHEN IT COMES TO HEALTH CARE. THAT’S NOT WHAT I AM HEARING FROM THE DOCTORS AND NURSES ON THE FRONT LINES. AGAIN, THE NURSES ARE TELLING ME THAT HEALTH CARE IN MANITOBA IS WORSE THAN ITS EVER BEEN, AND IT’S NO WONDER BECAUSE THERE HAVE BEEN CUTS TO PHYSIOTHERAPY, CUTS TO EMERGENCY ROOMS, CUTS TO CANCER CARE. NURSES ARE LEAVING THEIR PROFESSIONS, AND THEY ARE WORRIED ABOUT THE CARE FOR THEIR PATIENTS. THAT’S WHY WE’RE PROPOSING A SMART, NEW APPROACH TO HEALTH CARE THAT WILL SEE US LISTEN TO THOSE WHO WORK ON THE FRONT LINES, AND REDUCE THE HEALTH CARE BUREAUCRACY, AND, AGAIN, MODERNIZE HEALTH CARE SERVICES. SO, AGAIN, MY QUESTION IS SIMPLE: THERE IS A CRISIS IN HEALTH CARE BECAUSE OF THE DECISIONS YOU HAVE MADE, MR. PALLISTER, SO WHO CAN BELIEVE YOU THIS TIME WHEN IT COMES TO HEALTH?>>THE N.D.P. HAD ALL OF THE ADVICE THAT WAS FOLLOWED IN OTHER PROVINCES THAT LED TO SHORTER WAIT TIMES, AND THEY DID NOT HAVE THE COURAGE TO ACT ON IT. THIS GOVERNMENT –>>THIS GOVERNMENT HAS –>>YOU’VE GOT FIVE SECONDS.>>DO YOU HAVE THE COURAGE TO ADMIT YOU GOT IT WRONG.>>MR. KINEW WANTS TO GO BACKWARDS AT A TIME WHEN WE’RE SEEING IMPROVEMENTS IN OUR SYSTEM.>>NOW TO LIBERAL LEADER DOUGALD LAMONT.>>THERE IS NOTHING COURAGEOUS ABOUT CUTTING LIFE-SAVING DRUGS, WHICH IS WHAT THE PREMIER HAS DONE. FOR MR. KINEW, FOUR YEARS AGO, YOU GAVE AN INTERVIEW WITH McLEAN’S MAGAZINE DURING THE LAST FEDERAL ELECTION, WHERE YOU SAID YOU WOULD AGREE 100% WITH A FISCAL CONSERVATIVE PLATFORM AND FOUR MONTHS LATER YOU JOINED THE N.D.P. WHAT CHANGED?>>WELL, WHAT I WAS TALKING ABOUT IN THAT INTERVIEW IS THAT I VERY MUCH IDENTIFY WITH FAMILIES WHO HAVE TROUBLE MAKING ENDS MEET AT THE END OF THE MONTH, WHO ARE CONCERNED ABOUT AFFORDABILITY. AND I TAKE VERY SERIOUSLY, WHEN I SPEAK TO SENIORS IN MY COMMUNITY WHO TIME AND TIME AGAIN ASK ME, WAB, WHAT ARE YOU GOING TO DO FOR SENIORS? WE’RE ON A FIXED INCOME. AND UNDER MR. PALLISTER, THEY HAVE SEEN THEIR HYDRO BILLS GO UP, AUTO PACK HAS INCREASED, AND THE NEVER-ENDING SPATS WITH THE CITY OF WINNIPEG HAVE LED TO HIGHER PROPERTY TAX BILLS AND EVEN HIGHER TRANSIT FARES. WE WANT TO KEEP AN EYE ON AFFORDABILITY. THAT’S WHY WE’RE BRINGING FORWARD REAL COMMITMENTS, LIKE BRINGING IN FREE PARKING AT HOSPITALS. LIKE TAKING A THOUSAND DOLLARS OFF THE PRICE OF YOUR FIRST HOME. YES, OF COURSE, WE WANT TO ENSURE THAT YOUR MANITOBA HYDRO AND YOUR AUTO PACK PAYMENTS STAY AFFORDABLE AND CHEAP. THAT’S WHY THEY’RE PUBLIC CROWN CORPORATIONS.>>I WOULD FOLLOW UP BECAUSE IN TERMS OF BEING FISCALLY CONSERVATIVE, YOUR PLATFORM HAS $200 MILLION IN CUTS IN THE FIRST FOUR YEARS, YOUR EARLY CHILDHOOD EDUCATION PLAN WILL TAKE 30 YEARS TO CLEAR THE WAITING LIST. WHEN DID YOUR $15 AN HOUR MINIMUM WAGE KICK IN? BECAUSE I KNOW PREVIOUSLY YOU SAID IT WAS IN 2024. ARE YOU DOING IT EARLIER? OR DO PEOPLE STILL HAVE TO WAIT FIVE YEARS?>>MR. LAMONT, WITH ALL DUE RESPECT, WE BROUGHT FORWARD A BALANCED PLAN RIGHT AT THE BEGINNING OF THE CAMPAIGN. THE REASON WE’VE DONE THAT IS SIMPLE: I’VE HEARD FROM YOU MANITOBANS THAT YOU WANT A BALANCED APPROACH. THE ANSWER TO MR. PALLISTER’S EXTREME CUTS IS NOT EXTREME SPENDING. IT IS TO FIND A PATH OF BALANCE. A BALANCED APPROACH TO BOOKS AND BALANCE WHEN IT COMES TO HEALTH CARE, BALANCE WHEN IT COMES TO TACKLING THE CLIMATE CRISIS. AND, OF COURSE, HAVING AN APPROACH THAT LISTENS TO ALL OF THE VOICES AT THE TABLE, WHETHER IT IS BUSINESSES, COMMUNITY, OR WHETHER THAT MEANS LISTENING TO THOSE VOICES OF MARGINALIZED PEOPLE. I WANT TO BE A PREMIER FOR ALL OF US IN MANITOBA, I WANT TO FIX HEALTH CARE, AND I WANT TO CREATE 50,000 GOOD JOBS USING INFRASTRUCTURE INVESTMENTS, AND, OF COURSE, I WANT TO BRING ABOUT AN AFFORDABLE QUALITY OF LIFE FOR ALL OF US IN MANITOBA.>>THANK YOU, MR. LAMONT. NOW TO PROGRESSIVE CONSERVATIVES’ LEADER BRIAN PALLISTER.>>MR. KINEW CARES DEEPLY. AND HE SAYS IT ABOUT THE MONEY ON YOUR KITCHEN TABLE BECAUSE HE WANTS TO TAKE IT OFF THERE AND GET CREDIT FOR SPENDING IT. 15 TAX HIKES TOOK MONEY RIGHT OFF THE TABLE, AND HE WON’T ANSWER A SIMPLE QUESTION OF HOW HE IS GOING TO PAY FOR A $2BILLION PLUS IN HIS PLATFORM BECAUSE HE KNOWS THE ONLY WAY HE CAN PAY FOR IT IS TO INCREASE TAXES. WE HAVE MOVED OUR BUDGET TOWARDS BALANCE, AND WE PROMISED TO DO THAT IN THE SECOND TERM, JUST AS THEY HAVE TO BALANCE THROUGH BUDGET, WE BELIEVE THE GOVERNMENT SHOULD BALANCE ITS BUDGET, AND WE WILL DO THAT TWO YEARS AHEAD OF SCHEDULE. WHICH MEANS WE CAN WORK FROM A POSITION OF STRENGTH, NOT WEAKNESS, NOT DOUBLING OUR DEATH, NOT SEEING OUR CREDIT DOWNGRADED, NOT SEEING REDUCTIONS IN KEY SERVICES.>>IS THERE A QUESTION HERE, MR. PALLISTER?>>YES, THERE IS, BUT I WOULD APPRECIATE NOT BEING INTERRUPTED, AS I DID NOT INTERRUPT. SIR, YOU MADE $2BILLION OF PROMISES IN YOUR PLATFORM, AND YOU HAVEN’T SAID A WORD OF HOW MANITOBANS ARE GOING TO PAY FOR THOSE? HOW ARE YOU GOING TO PAY FOR THOSE?>>I KNOW YOU REHEARSED THIS QUESTION, BUT WE ANSWERED IT. WE HAVE PUT OUT OR PLATFORM AND IT IS THERE FOR ANYBODY WHO WANTS TO LOOK AT IT. WHAT I’M HEARING TIME AND TIME AGAIN IS THAT MANITOBANS ARE CONCERNED ABOUT HEALTH CARE. THEY DON’T WANT CUTS, AS WE’VE SEEN WITH MER MR. PALLISTER. THEY WANT TO SEE A SMART AND COMPREHENSIVE, SAFE APPROACH TO IMPROVING HEALTH CARE. WE’LL LISTEN TO THE EXPERTS ON THE FRONT LINE AND WE’LL FOCUS ON PREVENTION. DOING THINGS LIKE ADDING PHYSIOTHERAPY COVERAGE SO SENIORS WON’T BE INJURED AFTER THEY HAVE SURGERY. AND WE WANT TO REFORM THE WAY WE LOOK AT E.I.A. AND RENT ASSIST –>>WE’VE GOT TO GIVE MR. PALLISTER TIME FOR FOLLOWUP QUESTIONS.>>I WOULD APPRECIATE YOU, MR. KINEW, ADDRESSING THE ISSUE I RAISED. HALF OF OUR FAMILIES HAVE LESS THAN $200 OF DISCRETIONARY INCOME AT THE END OF THE MONTH AFTER THEY PAY THEIR BILLS. AND A LOT OF THEIR BILLS IS DUE TO THE N.D.P. MISMANAGEMENT, LET’S BE FROANG. FRANK.>>YOU NEED TO ASK A QUESTION.>>WE’RE ENDEAVORING TO BALANCE THE BOOKS AND LOWER TAXES AT THE SAME TIME, AND WE ARE. MR. KINEW DOESN’T WANT TO TAKE RESPONSIBILITY FOR THE RECORD.>>HE NEEDS TIME TO ANSWER THE QUESTION.>>THEY PROMISED THEY WON’T RAISE IT.>>YOU’VE GOT 10 SECONDS.>>NOW, NOW, GENTLEMEN –>>AGAIN, I RESPECT THE FACT THAT MR. PALLISTER AND HIS TEAM PREPARED THESE QUESTIONS, BUT I’VE ALREADY ANSWERED THEM MANY TIMES. WE’RE GOING TO KEEP LIFE AFFORDABLE, BUT ALONG THE WAY, WE’RE NOT GOING TO CUT HEALTH CARE. WE’RE GOING TO FIX HEALTH CARE.>>THANK YOU, MR. PALLISTER. AND NOW EACH LEADER HAS 45 SECONDS FOR A CLOSING STATEMENT. AND WE’LL START WITH MR. BEDDOME.>>IT IS TIME FOR A NEW VOICE IN THE MANITOBA LEGISLATURE. IT IS TIME FOR A PARTY THAT IS GOING TO PUT FORWARD A BOLD VISION AND REAL SOLUTIONS. WE’RE PUTTING FORWARD A PLAN FOR A BASIC INCOME THAT WOULD CUT POVERTY RATES IN HALF. WE WILL TAKE REAL MEANINGFUL ACTION TO ADDRESS CLIMATE CHANGE. ONLY THE GREEN PARTY OF MANITOBA CAN BE TRUSTED WITH THIS IMPORTANT FILE. WE HUMBLY ASK THEM TO TAKE A LOOK AT THE GREEN PARTY. WE HAVE 43 CANDIDATES IN WOLSELEY. WE’RE SEEING GREENS ELECTED ACROSS CANADA. IT IS TIME TO ELECT GREENS IN MANITOBA. YOU CAN TRUST THE GREEN PARTY’S BOLD VISION. WE HUMBLY ASK FOR YOUR VOTE.>>MR. KINEW.>>THANKS FOR TUNING IN. AGAIN, THIS ELECTION IS ABOUT HEALTH CARE. DO YOU WANT MORE CUTS AS WE’VE SEEN WITH MR. PALLISTER? OR WOULD YOU LIKE TO SEE US IMPLEMENT OUR SMART NEW PLAN? WE’RE GUIDED BY FAMILIES, LIKE THE ONE I SPOKE TO IN GIMLI WHO JUST WELCOMED A BEAUTIFUL BABY GIRL AT AT ST. BONIFACE, BUT THE ROOMWAO LAY DOWN IN HER CAR. THEY SAID IT WAS LIKE GIVING BIRTH IN TWO DIFFERENT COUNTRIES. I THINK WE WOULD ALL AGREE WHICH COUNTRY WE WANT TO LIVE IN. AND THAT’S WHY I’M ASKING FOR YOUR SUPPORT.>>THANK YOU, MR. KINEW. AND NOW TO MR. PALLISTER.>>OH, THANK YOU. WELL, WE HAVE AN EXCITING PLAN TO MOVE MANITOBA FORWARD. AND WE KEEP OUR WORD, AS OPPOSED TO OTHERS. WE HAVE A PLAN TO LOWER TAXES ON MANITOBA’S SENIORS, ON WORKING FAMILIES. WE HAVE A PLAN TO CREATE JOBS, REALLY, TO SHORTEN WAIT TIMES BY INVESTING $2 BILLION MORE IN HEALTH CARE IN THE COMING TERM. AND WE HAVE A PLAN TO BUILD 20 NEW SCHOOLS BECAUSE OUR CHILDREN DESERVE TO LEARN IN SOMETHING OTHER THAN PORTABLE CLASSROOMS. WE’LL CREATE 42,000 OPPORTUNITIES FOR MANITOBANS. AND WE WILL NOT JOIN ON A CARBON TAX TO PUNISH PEOPLE FOR TAKING THEIR KIDS TO SCHOOL OR HOCKEY. WE’RE GOING TO GET BETTER AS WE MOVE FORWARD.>>THANK YOU. THE FINAL STATEMENT, MR. LAMONT.>>THANK YOU SO MUCH. I GOT INTO POLITICS BECAUSE FOR TWO MANY PEOPLE AROUND MANITOBA LIFE HAS BEEN GETTING HARDER BIT BY BIT. I’VE TALKED TO PEOPLE WHO HAVEN’T HAD A RAISE IN DECADES, AND PEOPLE WHO ARE CONCERNED IF THEY CAN PUT FOOD ON THEIR TABLE OR IF THEY CAN PAY FOR THEIR MEDICATION. AND WHAT I’VE HEARD TONIGHT, FOR THE MOST PART IS A LOT OF LIP SERVICE AND REPETITION OF — FROM TWO PARTIES WHO FEEL ENTAILED TO FACT THAT THEY’VE BEEN IN POWER SO THEY’RE THE ONLY CHOICE. WE PUT FORWARD A BOLD PLAN ON CLIMATE, ON CRIME –>>I’M SORRY, WE’RE LITERALLY ABOUT TO RUN OUT OF TIME. THA>>ALL RIGHT. THANKS FOR JOINING US. I’M BARTLEY KIVES A REPORTER AT CBC. WITH KRISTIN ANNABLE. WHAT DID YOU GET OUT OF THAT?>>IT WAS A PRETTY FAST 50 MINUTES. IT ALL WENT BY REALLY FAST. PEOPLE WERE FIRED UP AT TIMES, BUT OTHER TIMES, BRIAN PALLISTER WAS CALM. AND WE HEARD THE TALKING POINTS THAT WE HEARD FROM ALL FOUR LEADERS AND PARTICULARLY BRIAN PALLISTER, WAB KINEW, AND DOUGALD LAMONT. AND WHAT I HAVE BEEN HEARING IS THE SAME THINGS THAT THEY HAVE BEEN SAYING THROUGHOUT THE CAMPAIGN. I DIDN’T GET ANY SENSE OF ANYTHING NEW. THE ONE TINY LITTLE PIECE OF ALMOST INCREMENTAL NEWS WAS WHEN JEFF KEELE FROM CTV AND JAMES BEDDOME FROM THE GREEN PARTY SAID WE SHOULD BE DOING MORE TO SELL CANNABIS IN LICENSED ESTABLISHMENTS. I GUESS IF MR. BEDDOME HAD BETTER CHANCE TO FORM GOVERNMENT, THAT WOULD BE BIGGER NEWS, BUT FOR ME THAT WAS THE BIGGEST PIECE OF NEWS OF POLICY THAT I GOT OUT OF THIS. AND ON THE POLICY SIDE.>>I DON’T THINK I HEARD ANYTHING IN TERMS OF NEW POLICY. WE HEARD BRIAN PALLISTER SAY THINGS WE HAVE HEARD HIM SAY BEFORE AND MORE MONEY ON THE KITCHEN TABLE. AND WAB KINEW TALKED A LOT ABOUT HEALTH CARE. SO WITH THE SAME THINGS THAT WE HAVE BEEN HEARING THROUGHOUT THE CAMPAIGN. HELLO, MARCY. HOW WAS THAT FOR YOU?>>Reporter: GOOD. IT WAS INTERESTING. — GETTING SET UP HERE.>>SHE WAS JUST — WELL, YOU SAW HER. IN THE DEBATE.>>BEING IN THE STUDIO WAS INTERESTING. IT WENT FAST, REALLY FAST. NOBODY WAS SURE WHO WOULD ASK QUESTIONS OF WHOM, AND MR. PALLISTER DID TAKE OPPORTUNITY TO ASK MR. KINEW QUESTIONS, AND RIGHT OFF THE START YOU GET THOSE TWO ENGAGING. I WOULD SAY THERE WERE MOMENTS BEING IN THE STUDIO THAT I DON’T KNOW IF IT CAME ACROSS FOR VIEWERS WATCHING WITH A COUPLE OF MOMENTS WHERE MR. KINEW ASKED REPEATED QUESTIONS OF MR. PALLISTER OVER AND OVER TO TRY TO GAIN AN ANSWER, AND THERE WAS PROBABLY ONLY ONE MOMENT OF THE DEBATE WHERE I HEARD MR. PALLISTER’S VOICE REALLY ELEVATE. SO WHEN IT COMES TO OFTEN WHEN YOU WATCH LEADERS IN A DEBATE SETTING — AND TO GET FIERY MOMENTS HAPPENING AND NEVER QUITE HAPPENED. AND EVERYONE KEPT THEIR COOL. AND THERE CERTAINLY WAS A LOT OF BACK AND FORTH. SOME QUESTIONS, THOUGH, WE DID GET ANSWERS TO.>>THERE IS A NUMBER.>>Reporter: THERE WERE A NUMBER.>>KINEW KEPT ASKING, WHERE WERE YOU AND TRYING TO RAISE THE AMOUNT OF TIME THAT PALLISTER SPENDS IN COSTA RICA. AND THE REALITY IS TO EFFECT MORE OF THE OTHER CRITICISMS THAT WE HAVE HEARD WITH REGARD TO HIM NOT MEETING WITH PEOPLE. I GUESS THAT IS WHAT HE WAS DRIVING AT. I DON’T KNOW.>>Reporter: AND SO FORGIVE ME IF YOU ARE ALREADY ANSWERING THIS, BUT WAS THERE A MOMENT TONIGHT? DID ANYONE WIN THE DEBATE?>>I KIND OF WAS JOTTING DOWN NOTES AS I WAS GOING, AND I JUST DIDN’T HEAR ANYONE COME ACROSS AS THE CLEAR WINNER. I THOUGHT THAT DOUGALD LAMONT CAME OFF — ACTUALLY, I WROTE THIS DOWN. DOUGALD LAMONT WAS VERY SCHOLARLY AND VERY RESEARCHED, VERY SORT OF ON POINT WITH FACTS. I THOUGHT BEDDOME WAS VERY FIRED UP. I THOUGHT HE CAME OFF AS VERY PASSIONATE. KINEW WAS REHEARSED, POLISHED, AND HE WAS LOOKING AT THE CAMERA THE WHOLE TIME. AND THEN PALLISTER, HE WAS CALM. HE WAS READY. AND I COULD TILL THEY WERE TRYING TO POKE HIM, BUT HE REALLY I DON’T THINK BENT ON ANY THINGS. AND BART DO, YOU DISAGREE?>>ONLY THAT WE EXPECTED — EVERYONE EXPECTED ALL THE LEADERS TO GO OFF PALLISTER AND THEY DID LARGELY, ALTHOUGH A COUPLE OF TIMES LAMONT WENT AFTER KINEW TO OUTFLANK HIM ON THE LEFT AND QUESTIONS ABOUT WHY DID YOU TELL MacLEAN’S ONE THING ABOUT LIKING A FISCAL PLATFORM AND LATER ON JOIN THE N.D.P. AND IT WAS INTERESTING THAT LAMONT SAVED SOME OF THE FIRE FOR WAB KINEW AND THE N.D.P. I MEAN, THEY ARE JOCKEYING DOWN THERE FOR N.D.P. IN MOST RECENT POLLS ARE HIGHER THAN THE LIBERALS, BUT I WAS SURPRISED THAT LAMONT WOULDN’T TRY TO WHITTLE DOWN PALLISTER.>>Reporter: LET’S ASK ABOUT THE TWO THINGS THAT CAME UP REPEATEDLY ON THE JOURNALIST PANELS AND ALSO BY THE LEADERS AMONG THEIR OWN QUESTIONS BY THEMSELVES. FOR MR. KINEW, IT CAME UP REPEATEDLY OF THE REBATE OF HYDRO AND $250 AND HOW IS THAT POSSIBLY A GREEN COMMITMENT AND ASKED BY MYSELF AND ALSO CAME BACK A COUPLE OF TIMES. MR. KINEW REPEATEDLY SAYING THIS WHOLE ELECTION BOARD AND LEARNED ANYTHING NEW TONIGHT AND SAW ANY OF THE LEADERS AS BEING CHAMPIONS IN EITHER OF THOSE AREAS?>>EITHER OF THE AREAS OF HEALTH CARE AND THE ENVIRONMENT?>>DO YOU THINK THAT THE POINT AROUND HEALTH CARE LIKE HOW DID MR. PALLISTER TO YOU COME ACROSS WHEN IT CAME TO HIS DEFENCE OF THE LAST THREE YEARS OF WHAT THE CHANGES HAVE BEEN IN HEALTH CARE?>>I THINK THAT WHEN PALLISTER SAYS, LOOK, THE N.D.P. DIDN’T DO A GREAT JOB, MANITOBANS HAVE A VERY LONG MEMORY OF N.D.P. TIME IN OFFICE HERE. SO THAT AN EFFECTIVE THING HERE. THERE WAS APPROXIMATELY 11 YEARS OF N.D.P. AND P.C. RULE AND VOTERS REMEMBER WHAT THEY CONSIDER PERHAPS ECONOMIC TIME.>>Reporter: THEY WERE THERE FOR 17 CAREERS.>>Reporter: IF DEFECTING ISN’T ALWAYS A GREAT STRATEGY, BUT ON THIS PARTICULAR POINT, THAT, I BELIEVE, IS AN EFFECTIVE STRATEGY.>>Reporter: IT MAY HAVE RESONATED TONIGHT.>>I WOULD AGREE WITH THAT. PALLISTER DID A GOOD JOB. HE APPEARED TO DO A GOOD JOB OF SORT OF SAYING THESE CHANGES HAD TO HAPPEN. THE N.D.P. HAD 17 YEARS TO DO IT, AND THEY DIDN’T DO IT, SO THERE’S GOING TO BE — HE SAID THIS BEFORE. THIS’S GOING TO BE A LITTLE — THERE’S GOING TO BE SORT OF BAD THINGS ALONG THE WAY, BUT WE HAD TO DO THIS, AND I BELIEVE HE SAID SOMEWHERE THERE WAS A REALLY GOOD QUOTE ABOUT YOU HAVE TO HAVE THE COURAGE TO DO IT. AND HE SAID WE HAD THE COURAGE TO DO IT AND THE N.D.P. DIDN’T, AND I THINK THAT MAYBE TO THE VIEWERS, MAYBE THAT TOOK SOME OF THE WIND OUT OF WAB KINEW’S SAIL WHEN HE WAS TALKING ABOUT HEALTH CARE, HEALTH CARE, HEALTH CARE. ON THE FLIP SIDE, THOUGH, THERE WAS A LOT OF TIMES WHERE WAB KINEW WAS BRINGING UP SPECIFIC PROBLEMS THAT NURSES OR DOCTORS BROUGHT UP ABOUT THE HEALTH CARE SYSTEM AND WE DIDN’T REALLY GET STRAIGHT ANSWERS FROM PALLISTER ON THOSE TOPICS.>>Reporter: CAN I ASK HOW YOU BOTH FELT THEY CAME ACROSS IN TERMS OF THEIR STYLES? LEADERS COME INTO DEBATES AND SORT OF CHOOSE DIFFERENT STYLES. I FOUND THAT MR. PALLISTER WAS GOING TO SORT OF REPEATED PHRASES THAT WERE SORT OF RIGHT FROM THE CAMPAIGN. WE HEARD ABOUT THE MONEY ON THE KITCHEN TABLE.>>FWIES.>>MAYBE THREE TIMES.>>AT LEAST TWICE.>>MR. KINEW, ON THE OTHER HAND, TOOK THE APPROACH OF HE SHARED I THINK THREE TIMES AS WELL A PERSONAL STORY. I MET SOMEONE, I MET SOMEONE, AND THEY WERE HEALTH CARE STORIES. DO YOU THINK HOW DID THAT COME ACROSS IN YOUR VIEW AS SORT OF THE TACTICAL IN THE DEBATE? IN TERMS OF WHO CAME ACROSS BETTER GIVEN THE DIFFERENT CHOICES?>>I WONDER ABOUT HOW MR. KINEW CAME OFF. HE INTERRUPTED MR. PALLISTER QUITE A NUMBER OF TIMES AND TALKED OVER PALLISTER A NUMBER OF TIMES. I DON’T KNOW IF THAT WOULD BE VIEWED AS SOMEBODY TRYING TO GET AN ANSWER OR SOMEBODY THAT IS BEING MAYBE A LITTLE OVERLY AGGRESSIVE AND THEY WANTED TO HEAR MORE OF THE ANSWERS. SO I AM KIND OF CURIOUS OF HOW THAT APPROACH TRANSLATED. WHAT DO YOU THINK?>>I DON’T THINK THAT WORKED OUT VERY WELL FOR MR. KINEW. I THINK IT MADE HIM LOOK LIKE — I THINK IT WAS REALLY INTERESTING HE AND PALLISTER DID THE SAME THINGS AND ASKED ONE QUESTION, AND RESPOND WITH A TALKING POINT AND MENTION ANOTHER POLICY THAT HAS NOTHING TO DO WITH THE PROBLEM AT HAND. THAT IS THE PROBLEM WITH DEBATES AND WHEN REPORTERS ARE IN SCRUMS THESE DAYS, PEOPLE WATCH THESE THINGS AND SEE THAT YOU ASK A QUESTION, YOU GET AN ANSWER ABOUT SOMETHING ELSE. YOU TRY TO BRING THEM BACK ON POINT AND YOU JOURNALISTS TRY TO DO THAT. I HAVE A QUESTION FOR YOU, MARCY. IT SOUNDED LIKE AT THE END WHERE PALLISTER HAD A CHANCE TO ASK HIS QUESTION AT THE END, AND HE WAS ASKED TO GET ON WITH THE QUESTION. WAS IT JOANNE KELLY OR WAS THAT ONE OF THE OTHER LEADERS THAT BUTTED IN?>>IF IT CAME ACROSS THAT WAY ON CAMERA, IT WAS DOUGALD LAMONT WHO WAS ON THE OTHER SIDE OF HIM.>>I TWEETED THIS. AND I WILL HAVE TO CORRECT THAT.>>IT WAS CERTAINLY NOT JOANNE, BUT MR. LAMONT. I KNOW IT WASN’T JOANNE. SO HE WAS INTERRUPTED BY ANOTHER LEADER. IT WAS MR. LAMONT. IT IS INTERESTING, THOUGH, BECAUSE IN THE STUDIO, THOUGH, THAT WAS CLEAR AND I DIDN’T REALIZE IT WASN’T ON THE SET.>>THE WAY THE WHOLE THING IS ET UP FOR PEOPLE WHO WERE NOT WATCHING, TO PALLISTER’S RIGHT WAS LAMONT AND THEN THE MODERATOR. ALL RIGHT.>>LET’S SEE IF WE GOT TO ANY OF WHAT YOU CARE ABOUT AND WHAT YOU HAVE BEEN WRITING TO US ON CBC AND FACEBOOK AND PREVIOUS TWITTER EVENT WHERE IS WE ASKED PEOPLE TO WRITE IN QUESTIONS. SO SOME OF THE QUESTIONS I WOULD SAY WERE ADDRESSED AND MAYBE DIFFERENT FORMS. AND THIS FROM CARIBOU SMITH ON FACEBOOK.>>HAD YOU READ THESE OUT BEFORE I POPPED OVER?>>WE HADN’T HAD A CHANCE.>>GOOD. I AM NOT REPEATING ANYTHING. WHERE WERE YOU, MR. PALLISTER, WHEN FAMILIES WERE ASKING FOR HELP AND MENTAL HEALTH AND CRISIS AND ADDICTIONS AND ENDING UP DEAD, REST IN PEACE, AENED NO HELP WAS AFFORDED TO THEM BY THE GOVERNMENT. AND THEY PROMISED THE BIG PROMISE — THE ENDING IS A LITTLE BIT MIXED UP, BUT IT SAYS SOMETHING TO THE EFFECT THAT THAT SICKENS ME THAT YOU WEREN’T THERE TO HELP THEM OUT. THANK YOU, CARIBOU, FOR WRITING TO US AT CBC. AND LOTS OF MOMENTS WHERE PALLISTER WAS — MR. PALLISTER AND WAS TRIED TO HOLD TO ACCOUNT ON THOSE TYPES OF SITUATIONS. OF COURSE, IS IT EFFECTIVE, DO YOU THINK, WHEN YOU HEAR ABOUT A MOTHER AND HAVING CONTRACTIONS AND GOING BACK TO THE CAR TO HAVE THEM IN THE CLOSING STATEMENT?>>I WAS GOING TO ANSWER THIS AND ALSO WHEN YOU ASKED ABOUT BRINGING THE PERSONAL STATEMENTS. I BELIEVE THAT THE VAST MAJORITY OF VIEWERS ARE SO SOPHISTICATED WHEN THEY WATCH POLITICIANS TALK AND BRING UP THE PERSONAL STORIES. AND THESE ARE COMPLETELY ON ONE HAND, THE STORIES BROUGHT FORWARD BY PEOPLE AND THE EXPERIENCES BY THE PEOPLE ARE REAL. THERE IS NO DOUBT IN NIGH MIND. AT THE SAME TIME, THEY’RE HAND PICKED TO MAKE A POLITICAL POINT FOR THE POLITICIAN IN QUESTION. AND THEREFORE, I KIND OF THINK EVERYBODY KNOWS WHEN THEY ARE BEING MARKETED TO ON THE INTERNET AND THE EMAIL COMES AND THEY WANT MONEY SOMEWHERE, THIS MESSAGE IS TAILORED AND PEOPLE ARE SOMETIMES, NOT SAYING THERE ARE BEING CO-OPTED AND TAKEN ADVANTAGE OF, BUT BEING USED FOR POLITICAL POINTS. AND MORE INTERESTING WHEN WE HEAR THE STORIES BETWEEN ELECTIONS IN MY OPINION.>>Reporter: A CHEEKY COMMENT HERE THAT SPEAKS TO THE QUESTION THAT DIDN’T GET ANSWERED AT THE BEGINNING OF THE DEBATE, WHERE WERE YOU WHEN THE BOARD WAS TRYING TO MEET WITH YOU? I AM WORRIED THAT MR. PALLISTER DUNLT KNOW WHERE HE WAS WHEN THE HYDRO BOARD WANTED TO MEET WITH HIM. HE COULDN’T ANSWER THAT QUESTION. CLEAR WILL I THAT MOMENT OF NOT ANSWERING STAYED WITH THE VIEWER. WE HAVE ONE MORE COMMENT TO SHARE BEFORE WE CONTINUE TALKING. AND THIS I THINK ACTUALLY IS INTERESTING. TARA BROWN WROTE TO US AND SAID, WOW, I THOUGHT THIS WAS A PROVINCIAL ELECTION. I AM HEARING SO MUCH ABOUT WINNIPEG.>>THAT IS TRUE.>>Reporter: I THINK THERE IS COMBIEBT ABOUT QUITE A BIT ABOUT WINNIPEG AND A LITTLE BIT OF RURAL HEALTH CARE DISCUSSIONS AND LEVEL.>>1/3 OF THE POPULATION OUTSIDE THE CAPITAL REGION.>>I DON’T THINK I HEARD ANYTHING ABOUT WINNIPEG WHICH IS ACTUALLY A QUESTION THAT I WAS THINKING, WHAT DO YOU THINK WAS MISSING IN THIS DEBATE? ONE THING I NOTICED IS, ONE, THEY DID NOT BRING UP WAB KINEW’S PAST WHICH IS SOMETHING WE HAVE SEEN IN PREVIOUS –>>I WAS SURPRISED IT WASN’T TOUCHED ON.>>THE WORDS COSTA RICA WEREN’T SAID.>>IT WAS ON THE NOSE, BUT NOT SAID.>>WHAT ELSE DO YOU THINK WAS SORT OF MISSING?>>WELL, I WAS EXPECTING A BIG REVEAL, A BIG MOMENT, AND SOMETIMES IN THESE DEBATES, ONE PARTY LEADER WILL TRY TO BRING OUT SOMETHING THAT THE AUDIENCE AND REPORTERS HAVE NEVER HEARD BEFORE. VOTERS HAVE NEVER HEARD BEFORE. AND WE DON’T HAVE A CHANCE TO REALLY FACT CHECK IT LIVE. IT JUST GETS REPEATED ONLINE AND OVER THE AIR WAVES ABOUT THAT, AND NOBODY TOOK THE ADVANTAGE TO DROP THAT BOMB.>>AN I THOUGHT THERE WAS A LITTLE BIT MISSING, AND MAYBE THIS IS JUST BECAUSE WHEN YOU TALK TO VOTERS, THEY WANT TO KNOW WHAT KIND OF LEADER YOU ARE GOING TO BE. NO ONE REALLY TOOK A MOMENT EITHER IN THEIR START OR IN THEIR CLOSING STATEMENTS TO TALK ABOUT WHY THEY SHOULD BE PREMIER. SOMETIMES YOU SEE THAT IN DEBATES. SOMETIMES YOU SEE THE — NO ONE REALLY GRABBED THAT TO SHOW AND TOOK A LEADERSHIP MOMENT. THERE WAS MORE SPARRING OVER THE SAME THINGS THAT WE HAVE HEARD IN THE PAST.>>A TECHNICALLY THE GREENS DID IN THEIR OWN WAY. I HUMBLY ASK YOU.>>AND MR. BEDDOME AT THE END, LOOK, IT IS HIGHLY UNLIKELY THE GREEN PARTY WITH ONLY 40-SOMETHING CANDIDATES — 43 — IS GOING TO FARM FORM A GOVERNMENT, BUT HE PUT IN A PLUG AND TOOK ADVANTAGE OF THE BROAD THREE TELEVISION STATION, MULTIPLATFORM FORMAT TO DO THAT. AN THAT WAS HIS VERSION OF SAYING, LOOK, YOU CAN ELECT A GREEN HERE. THERE’S A GREEN AND THERE ARE GREENS AND LET’S HAVE ONE IN MANITOBA. THAT WAS A KIND OF VERSION GIVEN THAT HE KNOWS HE IS LIKELY NOT GOING TO BE PREMIER.>>WERE THERE GAFFES TONIGHT OR MISSTEPS? WE TALKED ABOUT THE MOMENT OF THE LACK OF A WINNER. NOBODY REALLY GETTING TOO FLUSTERED. A FEW RAISED VOICES AND MR. KINEW CUTTING IN AND HOW VIEWERS WILL SEE THAT, WE’LL HAVE TO DESITE WHETHER IT’S STRONG OR THE OPPOSITE. BUT WERE THERE ANY GAFFES? WERE THERE ANY MOMENTS THAT YOU THINK LEADERS MIGHT WANT TO PULL BACK?>>Reporter: I DON’T THINK THERE WAS ANY BY PALLISTER. WE HAVE SEEN A FEW TIME WHERE IS HE HAS PUT HIS FOOT IN HIS MOUTH, RIGHT? AND THAT DIDN’T HAPPEN. I WOULD SAY FOR MR. LAMONT, IT WOULDN’T BE A GAFFE, BUT I DON’T KNOW IF WE SAW A LOT OF PASSION OUT OF HIM. AND THE SECOND TIME AND LIBERALS OFTEN HAD WHAT TO WIN AND TAKE THE POLICY AND IMPLEMENT THE HONOURABLE TRADITION.>>ENED THIS MAY BE A FIRST TIME THAT SOME HAVE SEEN HIM.>>AND DION MAYBE AT THE CONSERVATIVE LEVEL AND COMING ACROSS A NICE PERSON, BUT IS THAT A SIGN OF A LEADER?>>DOUGALD HAD TO SPENT A LOT OF TIME EXPLAINING THE POLICIES BECAUSE THEY ARE SOMEWHAT CONVOLUTED AND NOT THE ONES THAT ARE EASY TO UNDERSTAND LIKE A $350 TAX REBATE WHICH THERE ARE QUESTIONS AROUND THAT, BUT IT IS EASY. WHEREAS YOUR QUESTION FOR THE BONDS ABOUT WINNIPEG, HE HAD TO SPEND TIME EXPLAINING THAT. AND THEN HE SAID HE WOULD SUPPORT CAP AND TRADE AND IF WE HAD A FULL ENTRY, I WOULD HAVE ASKED FOR A FOLLOW-UP.>>DOUGALD LAMONT HAD THE BEST SINGLE ZINGER AS A ONE-LINE QUESTION AND REMINDED ME OF CITY COUNCIL AND WHY DID — HOW IS FIRING PEOPLE GOING TO HELP THE ECONOMY? AND IT IS A LEADING QUESTION. IT IS NOT REALLY FAIR, BUT IT IS A GOOD ZINGER.>>ZINGER MOMENTS. I AM NOT SURE. I WROTE DOWN A COUPLE OF LINES AND FOOD AND DRUG ADMINISTRATIONS THAT CAME OUT. MR. PALLISTER REFERRED TO — AND WE ARE ALL COMING BACK TO CRAZYLAND.>>IN TERMS OF INFRASTRUCTURE SPENDING IN PARTICULAR.>>I THOUGHT THAT MIGHT ACTUALLY — AND I DON’T KNOW IF THAT IS A LINE HE BEFORE, BUT THAT STUCK OUT FOR ME.>>ACTUALLY, BACK TO MR. LAMONT AND THE TAX REBATE AND THE N.D.P. PLAN IS A DISASTER FOR HYDRO AND WORSE THAN THE P.C.s, WHICH IS DOUGALD LAMONT TACKLING THE THE SITTING GOVERNMENT.>>MR. LAMONT EARLY ON DURING A BEABOUT TOURISM ALSO I WROTE DOWN SAID WHERE WERE YOU TO GIVE MONEY TO CHURCHILL THEN IF YOU ARE HIGH ON TOURISM AND THAT WAS ALSO A ONE LINER.>>MAYBE NOW AS WE REVIEW.>>AGAIN, WE ARE SITTING HERE AND YOU WERE WATCHING US AND YOU KNOW THE DEBATE END AND WE ARE DIGESTING THIS AS QUICKLY AS VIEWERS ARE. APPARENTLY GRAMMAR IS ALSO GOING OUT THE WINNER,. AND WHEN I LOOK AT THESE, I FEEL LIKE THERE WASN’T AN ENORMOUS GAFFE AND NOT AN ENORMOUS WIN. PEOPLE OFTEN COMPLAIN THE DEBATES ARE PREDICTABLE, BUT AT THE SAME TIME, I APPRECIATED SEEING ALL OF THEM UP THERE TOGETHER. AND MOSTLY TAKING THE HIGH ROAD RELATIVELY SPEAKING GIVEN SOME OF THE THINGS THAT HAVE GONE ON.>>NO ANSWERS FROM MY SECTION. I KNOW THAT I HAD HOPED TO HEAR A LITTLE BIT ABOUT THE PERSONAL INCENTIVES IN THE GREEN PLAN BECAUSE A LOT OF US HAVE HEARD ABOUT THE POLITICS OF THE P.C.’S GREEN PLAN AND SOME PROMISE THIS IS WEEK ON A BIGGER LEVEL AND INDUSTRY LEVEL. I DIDN’T GET AN ANSWER TO ANY PERSONAL INCENTIVES.>>I HAD THAT IN MY NOTES AS WELL.>>I REALLY WANT TO GO BACK AND LISTEN TO THE TAPE BECAUSE THERE WAS THIS MOMENT WHERE PALLISTER SAID SOMETHING ABOUT WHEN YOU ASKED HIM ABOUT THESE INCENTIVES, ARE YOU GOING TO OFFER ANY INCENTIVES? HE USED SOMETHING ABOUT A WALK AROUND A POND.>>HE USED THAT BEFORE. A RECENT ANNOUNCEMENT OF ADDING $150 MILLION TO THE $154 MILLION FOR WETLANDS CONSERVATION. THERE IS TWO SEPARATE FUNDS. INTEREST FROM THAT FUND GETS PAID IN A DIVIDEND AND BASELY IT IS RENT TO LANDOWNERS TO KEEP WETLANDS AS WETLANDS. GOOD POLICY THAT ANYONE WOULD ACKNOWLEDGE. WHEN HE WAS ASKED ABOUT THE BEST WAY TO CREATE AN ENVIRONMENTALIST IS TO HAVE SOMEBODY WALK AROUND A POND. IT IS THE PERSONALIZATION. THAT IS WHAT HE MEANT. NOT KNOWING THE CONTEXT OF THE WETLANDS CONSERVATION ANNOUNCEMENT, THAT COULD HAVE COME ACROSS AS ODD. SO EXCEPT FOR THE FIVE JOURNALISTS WHO COVERED THAT ANNOUNCEMENT, THAT MIGHT HAVE SOUNDED LIKE A NONSEQUITER, BY I KNEW WHAT HE WAS TALKING ABOUT.>>THE CANDIDATES ARE SPENDING TIME BRINGING DOWN PALLISTER INSTEAD OF US SHOW WHY WE SHOULD VOTE FOR THEM.>>THE INCUMBENT GETS THE HIT OF THE DEBATE THE MOST, BUT THE MOMENT WHERE YOU ARE GOING TO TELL PEOPLE WHY TO VOTE FOR THEM. AND WHAT IS THE BIG DEAL ABOUT BANNING PLASTIC BAGS? THOMPSON DID IT YEARS AGO. IT IS REALLY INTERESTING WHERE ALL OF THE PLANS ARE HUGE BUT TO THAT POINT, SOME OF THE SMALLEST THINGS STILL HAVEN’T HAPPENED HERE IN MANITOBA’S LARGEST CITY LIKE BANNING PLASTIC BAGS.>>IT IS INTERESTING. THIS IS A COMPLETE AND READING SOMETHING AN AND PEOPLE WHO ARE DIFFERENTLY ABLE DO NOT WANT TO LOSE THE STRAWS. WE CAN’T AUTOMATICALLY CREATE TOP-DOWN POLICY.>>AND THE WORD “BAN” TO LIMIT, CHANGE, GIVE OPTIONS, BAGS THAT GROCERY STORES AND ONE CHAIN START WITH THAT I THINK THIS YEAR. AND I TAKE YOUR POINT ABOUT THE STRAWS. BUT ANY MOVEMENT ON ANYTHING IS NOT BEEN — AND ENVIRONMENTAL PLANS FOR ALL THE PARTIES ARE VERY, VERY BIG. AND OF COURSE, THE ENVIRONMENTAL PROBLEM IS VERY BIG IN TERMS OF SATISFYING AS A FORMAT. AS WATCHERS, DID YOU GET ENOUGH OF LEADERS GOING BACK AND FORTH OR DID THEY NOT TAKE THE OPPORTUNITIES TO ADD THE FOLLOW-UP QUESTIONS?>>I THINK IT WAS A SATISFYING FORMAT. IT WAS GOOD TO SEE THE QUESTIONS AND THE LEADERS ASK EACH OTHER QUESTIONS. WE WERE DISMUSSING WHETHER PALLISTER WOULD ASK QUESTIONS AND SOMETIMES LEADER WILLS TAKE THE OPPOSITE TACTIC AND ASK THE GREEN LEADER THE QUESTION TO DEFLECT FROM BIGGER SORT OF ARGUMENTS THAT MAY HAPPEN.>>IN THE CIVIC ELECTION, MAYOR BRIAN BOWMAN ASKED THE CHIEF RIVAL AND HE DID EXACTLY THAT. HE CHOSE OTHER CANDIDATES.>>AND IN FAIRNESS, JUST MIND THE SCENE, WE HAD THE CAMERAS SET UP BECAUSE YOU KIND OF PRESUME THAT THE PEOPLE WHO WILL ASK AND HE WENT TO SOMEONE COMPLETELY UNEXPECTED. SO THAT DIDN’T HAPPEN.>>NOBODY HELD UP AN AS A FOOTBALL AS A PROP.>>NO PROPS.>>NOT 10 PEOPLE IN A CIRCLE.>>Reporter: IT WAS BEFORE WE WENT ON CAMERA ACTUALLY WE WERE TALKING ABOUT WHAT MUSIC EVERYBODY CHILLS OUT TO. SO YOU CAN ASK THAT OUT OF THE LEADERS. THEY ALL HAVE ANSWERS. THE ONLY REASON I AM NOT SHARING IS BECAUSE I CAN’T REMEMBER ALL OF THEM. AND THAT WILL BE A GOOD ONE FOR YOU GUYS GOING FORWARD IN THE CAMPAIGN. HERE IS ANOTHER COMMENT HERE TO GO TO ONE MORE FROM THE AUDIENCE. AND THIS IS SORT OF A GENERIC FEELING THAT CAME IN FROM A NUMBER OF PEOPLE, SO NOT GOING TO NAME WHO SAID IT BECAUSE IT CAME FROM A WHOLE BUNCH OF PEOPLE. THE DEBATE WAS NOT LONG ENOUGH TO TRULY GET INTO THE ISSUES AND THEIR IDEAS.>>FAIR AND UNFAIR.>>OKAY.>>FAIR THAT, YEAH, WE MOVE THROUGH A LOT OF ISSUES QUICKLY THERE. YOU MOVED THROUGH A LOT OF ISSUES. I CAN’T SAY WE. I WASN’T IN THE ROOM OR INVOLVED, BUT ON THE OTHER HAND, 50 MINUTES OF NETWORK TELEVISION TIME ON THREE NETWORKS IS A HUGE AMOUNT OF BLOCK IN THIS DAY AND AGE.>>WITHOUT ANY COMMERCIALS.>>Reporter: HERE IS — I SAID IT WAS GOING TO BE THE LAST ONE, BUT ANOTHER ONE.>>THAT IS WHY YOU CAN’T RUN FOR OFFICE. MARCY MARKUSA WITH THE LAST QUESTION AND CAN SHE DELIVER?>>THE DIRECTOR TRIES TO GET ME TO ASK THE LAST QUESTION ALL THE TIME. NEVER WORKS. TYSON WROTE TO US AND THIS IS CLEARLY SUPPORTING THE N.D.P.. WHY DOESN’T THE N.D.P. REMIND MANITOBANS OF THE FLOOD BILL? HARPER WAS SUPPOSED TO SEND FLOOD RELIEF PAYMENTS AND DIDN’T MAKE THAT HAPPEN.>>AWE ARGUING ABOUT THIS VERY POINT BEFORE THE DEBATE.>>ARGUING ABOUT WHY CAN WE FAIRLY SAY N.D.P. DID BAD JOBS AND JACQUES MARCOUX MENTIONED THAT A HUGE FEDERAL BUDGET HIT, AND PIPED IN THAT EARLIER ON IN THIS MILLENNIUM THERE WERE ALL THE THE YEARS AND INSTEAD OF RESTRUCTURING THE GOVERNMENT, THEY DIDN’T TAKE ADVANTAGE. I DON’T KNOW. JACQUES AND I DID NOT AGREE ON THAT TO PREPARING A FACT CHECK FOR QUESTION TO RAISE. AND HERE IS THE FOLLOW-UP — I WASN’T IN THE ROOM WHEN YOU HAD THIS CONVERSATION, BUT IF YOU RAISE THAT, DO YOU JUST LOOK LIKE YOU ARE PASSING THE BUCK OFF TO SAY, WELL, THE FEDS DIDN’T HELP US, SO WE COULDN’T POSSIBLY BALANCE IN BOOKS? ARE YOU OPENING IT UP TO EVERYTHING THAT YOU SPENT AND CLEARLY ENOUGH STRATEGISTS IN THE ROOM.>>MAYBE TOO EASILY CONSTRUED AS MAKING AN EXCUSE. AND TO EASY OF A LINE FOR PALLISTER TO FIRE BACK ON.>>PALLISTER IS PRETTY QUICK.>>MANY TIMES HE KICKED ON CUES WHEN PEOPLE WOULD SAY CERTAIN THINGS AND THEY SAID THE WORD CHAOS, DO YOU REMEMBER THAT?>>I GOT TO SAY GOVERNMENTS ARE ELECTED TO GOVERN AND MAKE THE TOUGH DECISIONS. SAYING, HEY, WE CAN’T HANDLE THE TOUGH DECISIONS ISN’T A GOOD LOOK FOR ANY PARTY.>>WE HAVE RUN OUT OF OUR QUESTIONS. LET ME ASK YOU GUYS, WHERE ARE YOU ON ELECTION NIGHT?>>I’LL BE WITH N.D.P. >>BARTLEY?>>AN I’LL BE WITH THE P.C.s.>>FINAL THOUGHTS TONIGHT AND MOVING FORWARD INTO THE LAST FEW WEEKS AND INTO LABOUR DAY IS WHEN THING WILLS HEAT UP. PEOPLE ARE AWAY AT THE CABIN IN. AND THERE IS THE IDEA ABOUT POLITICS AND TALK ABOUT ELECTION. AND THEY WILL COME BACK WITH IDEAS AND MAYBE AND GENERALLY YOU ARE RIGHT, AND ALSO, PEOPLE ARE GETTING KIDS BACK TO SCHOOL.>>NOT EVERYONE HAS KIDS, BART.>>I DON’T HAVE KIDS, BUT A LOT OF PEOPLE WHO DO, AND THOSE FOLKS, THEY ARE REALLY BUSY FIGURING OUT SCHOOL SUPPLIES AND MORE.>>HOW LIKELY IS WE GET LAST-MINUTE POLICY ANNOUNCEMENTS OR HAVE THEY SAID THEIR PIECE ALREADY?>>WE HAVE TWO WEEKS LEFT. AND BASICALLY AT THE HALFWAY POINT. ESSENTIALLY IT IS 28.>>AND THEY WILL SEE POLICY ANNOUNCEMENTS AND THE ONES THAT PEOPLE WANT PEOPLE TO GO TO POLLS THINKING ABOUT. AND ANY BIG TICKET ITEMS.>>ON THAT, I AM SHOCKED AND FRONTRUNNERS DON’T USUALLY GO OUT WITH A HUGE POLICY, BUT I AM SHOCKED AND THEY CANNOT BE ACCUSED OF NOT REMINDING VOTERS THERE IS AN ELECTION ON.>>WE HAVE BEEN GIVEN THE TWO-MINUTE SIGNAL. I THOUGHT IT MIGHT BE UGLIER TONIGHT. WE TALKED ABOUT THE AD CAMPAIGNS AND SOME HAVE BEEN PRETTY PERSONAL AND SOME OF THE COMMENTS LEADING IN AND REMENTIONED THE CRIMINAL RECORD A U.S.S AND ABOUT PRIVILEGE. AND ALL OF THAT WASN’T UGLY.>>USING PRIVILEGE IN THE LEGAL SENSE, NOBODY WANTS TO LIBEL SOMEBODY ON LIVE TELEVISION. WOW, THAT IS LIKE I DIDN’T END THAT TO BE A MIC DROP.>>IT WAS A BIT OF A MIC DROP.>>SO I DON’T KNOW IF THEY THOUGHT THAT DEEPLY ABOUT THAT.>>I AM SURE THEY WOULD THINK THAT YOU DON’T WANT TO — YOU DON’T WANT TO LOOK TOO MEAN ON TV.>>I WOULD SAY THAT IS MORE OF IT.>>HE WASN’T GOING TO REPEAT IT OBVIOUSLY. PALLISTER WASN’T GOING TO REPEAT IT, BUT KINEW DID NOTHING WITH IT IS MY POINT.>>COULD RECEIVE AND PEOPLE DON’T LIKE UGLINESS IN POLL SICKS, RIGHT?>>THEY DO, BUT LOOK AROUND THE PLANET. IS THIS TIME FOR THE SONG FOR EVERYBODY OVER 50?>>I THINK THIS IS TIME FOR YOU THE WRITE TO US. AND ELECTION NIGHT SEPTEMBER 10 AND WE WILL HAVE FULL COVERAGE. IF YOU WANT TO WRITE TO US AND LET YOU KNOW WHAT YOU THOUGHT OF THE DEBATE, TOMORROW MORNING WE WILL BE LOOKING FOR COMMENTS. WINNERS, AND WAS THERE A SUBJECT AREA THAT WE IF HAERZ NOTHING ABOUT AND TUNE IN AND WATCH AND VOTE ON SEPTEMBER 10. WE WILL.

Manitobans should elect a leader that promises to accelerate climate change! It's time to unlock Manitoba's economic potential as resources become more accessible. More Canadians will move to Manitoba and contribute to the economy as the temperature becomes more liveable.

  • F.N.S. says:

5 minutes in, Pallister sounds like a deranged lunatic living in another world. Don't like Kinew, but I can't for the life of me understand why anyone would vote for that pallister nutjob.

  • Quiad Flett says:

    Brian Pallister is Brian Trump

  • Dave Wheeler says:

I’m even more disappointed I was blocked from being on this debate panel. Traditional media continues to show their bias by not allowing a true democratic debate to happen.

  • R. A. says:

Why do leftist / progressive politicians love big government, increasing taxes and making people dependent on the government? Most of their policies invariably lead to more debt and higher taxes.

  • ivory3908 says:

YES PRIVATE SECTOR, as in small business men. what about working people? FROZEN SOCIAL SERVICES!! what about social workers, nurses and people on the front line. i work in social services and they wont even hire a new secretary, freezing jobs and FIRING people. I never knew Bartley Kives was such a right-wing stooge. Missing matter: Pallister said he was going to do to Education what he did for Healthcare. Good Gravy, how could this not be addressed AND saints preserve us. We're sunk. Manitoba hasn't had a Liberal premier in 61 years, so it's not them who have driven this province into the potholes.

  • ItsJustBrenton says:

54:28 – "He was calm, he was ready" I don't know what debate you were watching but if by calm you mean "raving Trump imitation" and ready you mean "repeating the same talking points over and over in response to questions, comments, general sounds being made near him and over any other attempts at debate at a debate" maybe we saw the same thing.

A few thoughts on tonight's All Leader's Debate:

Thanks to the three Networks for providing a common forum. I believe that citizens should be engaged and we should be knowledgeable and talk about the offerings these people make to the electorate as the servants of us – " the people ". That is what election time is for. I am sure there will be some lively dinner table discussions over the labour day weekend. So I see the relative cost of 1.5 hrs of TV time as a cost of the business of democracy that we all pay for by taxes in peacetime and upon the altar of freedom with lives in times of war.. It is valuable time and the private and public broadcasters that make that time available – thank you for doing so, And to those who offer to serve – a sincere thank you for that service as well.

We heard a lot of fluff and misdirection in this debate and arguably the format moved us over a lot of turf issue wise in a hurry-up fashion that removed any chance of substantiveness outright. Ultimately there was no real opportunity to dissect any issues or for that matter really debate them.

I think its time to have townhall debates where citizen questions – real peoples questions as opposed to attempts to do the gotchya journalism or jaded give me your stump speech setups.. provides a truly engaging an interactive means to go over the issues. This debate was a snoozefest. A chance for the 4 parties to catalogue their main points and stump speeches. The human costs of these decisions and their impacts lost to the politicians instead of here I am citizen asking a reasonable question and expecting a truthful real answer.

I felt that the Premier was glossing over the truth – in that statistics were used to defend everything he's done – no words to principles or beliefs as if all governmental decisions were the result of a cost-benefit study. It left me feeling that there was a lack of sincerity on his part – but he was also under attack all night. I, however, was left thinking rightly so.

No knock out punches – but we were not boxing here – this is an exchange of ideas – or rather my idea is this your is this and it's not as good as mine is.

So for mud wrestling fans – nope nothing here. For Fans of truth and new ideas, a few glimmering moments of spark from both Mr.Beddome and I have to admit Mr. Lamont. Beddome was the only one that acknowledged other team members. For fans of the more of the same old same old – you got that in spades tonight.

Here's the rub in my mind: Nobody said they would be willing to sit down and work together to solve some of these big problems together and thats why Majority governments should never be allowed to happen in Manitoba. So I'll be voting Green because the mess thats coming in the next 15 years is going to take all of us together and their children's children to solve.

  • Michael Julien says:

I will not vote for a party whose leader is someone that Tara Hart is wholey dreading becoming premier because she knows he is about gaining power for power's sake and fame, and he can't bring himself to face his past criminal transgressions against others less physically as strong as him as a transparent, humble and mature adult.

  • Adam Haggan says:

What a completely disorganized shitshow of a debate. No time for a half coherent thought. Moderator might be on ambien. Nobody had anything resembling an answer to a question besides pallister. NDP promise free money, Greens promise free money both with no plan as to where it’s going to come from. Liberals had nothing to say at all really. Pallister says lower taxes, balanced budget, increased healthcare spending and new jobs. Having previously known next to nothing about any of these people or their platforms, I think I know who I’ll be voting for.

  • Robert Heintz says:

Marcy Markusa should ban doughnuts from her mouth.

  • danmcc22 says:

We all love to hate politicians but the PCs now have track record. A record of improving the economy while reducing excessive spending. They have improved the future for all Manitoba. To my amazement, they fulfilled the promise of a reduced PST. It now looks like the PC's much hated heath care changes are working too. So I'm voting PC because it is working.

The question that ALWAYS gets to me when election time comes around is: where does everyone find the information that supports their vote, and how do they convince themselves that this information is reflective of the truth and not spun in some manner by partisanship?

In other words, how do you go about making a rational vote?

Pallister just makes claims with no citations or justifications at all. His words sound good and are easy to believe; my wife and I know much different first hand with both of us in healthcare and education.
